File Note: The project proponent has applied for obtaining consent to establish (NOC)of the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, for establishment of a new marriage palace in the revenue estate of village Chandpur & Fatehpur, Sub Tehsil Majri, Tehsil Kharar, District SAS Nagar, for holding the functions/marriages for gathering of about 400 persons. The project proponent has submitted a copy of the partnership deed dated 19/06/2017, executed between Sh. Varinder Singh s/o Sh. Avtar Singh and Sh. Narinder Singh s/o Sh. Rulda Singh. The Board vide order dated 10/10/2011 has laid down the siting criteria for the establishment of the marriage palaces. The project proponent has been granted the CLU for 2.19 acres of land area, by the STP, SAS Nagar vide memo no. 2059-STP(S)/SP-36(S) dated 04/10/2017, for agriculture to marriage palace use. The marriage palace has also submitted a copy of the building plan of the unit, approved by the Senior Town Planner, SAS Nagar, vide letter no. 378 STP(S) SP-36(S) dated 06/02/2018. Accordingly, the site of the marriage palace was visited by AEE of this office on 11/06/2018 and Sh. Narinder Singh, Partner was contacted. During visit, it was observed as under: 1. The proposed site of the marriage palace is located on Kurali-Siswan road near the toll plaza, in the revenue estate of village Chandpur & Fatehpur, Sub Tehsil Majri, Tehsil Kharar, SAS Nagar. 2. The project proponent has started construction of marriage palace at the site & structural work was in progress. The representative of the industry informed that the construction work has been started about 06 months back. 3. No DG set has yet been installed at the site. 4. The project proponent has proposed to construct septic tank for treatment of domestic effluent & construction of the same was in progress. 5. The project proponent has proposed to utilize the treated wastewater for irrigation of green lawn to be developed within the premises and also for irrigation of trees to be planted in its premises. 6. The project proponent has proposed that solid waste generated will be segregated and the recyclable solid waste will be sold to local sellers, cooked food waste to be generated will be given to Piggeries. In view of the above, Consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for establishment of a marriage palace for holding the functions/marriages for 400 no. of persons per function, in the revenue estate of village Chandpur & Fatehpur, Sub Tehsil Majri, Tehsil Kharar, District SAS Nagar, subject to the suitable conditions and following additional conditions: 1. The promoter company shall not hold any function without obtaining the consents of the Board as required under the Water Act, 1974 and Air Act, 1981. 2. The project proponent shall obtain the permission from CGWA for abstraction of ground water. 3. The project proponent shall utilize the entire quantity of treated wastewater inside its premises only and shall not use any unauthorized mode for disposal of treated/ untreated wastewater. 4. The project proponent shall ensure that the solid waste is handled and disposed off properly. Detailed agenda is attached for perusal please.
