It is intimated that the subject cited institute has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The institute was visited by undersigned on 13/06/2018 and observed as under :-
1. The institute is engaged in a service of providing technical education to the students.
2. The institute has installed STP comprising of Grit Chamber – Oil & Grease Trap – Equalization Tank- FAB Reactor – I, FAB Reactor – II - Secondary Clarifier – PSF & ACF.
3. The entire treated effluent is disposed off onto land for horticulture and orchid.
4. The institute has installed watermeter at the final outlet of STP. The institute has also installed separate energymeter with STP. The representative of the institute was advised to maintain records regarding operation of STP.
5. The institute has also provided round shape sump with RCC base for the storage of treated effluent. The institute has also provided hydrocyclone filter and disc filter on the line carrying treated domestic effluent from final outlet of STP to storage sump for the further removal of solid impurities.
6. The institute has also provided 6 no. rain water harvesting pits.
7. The institute has provided one no. DG set of capacity 380 KVA and same is provided with canopy.
It is further intimated that the built up area of the institute exceeds 20,000 Sq.Meter, however the institute being technical college does not come under the ambit of EIA Notification dated 14/09/2006 in the light of Ministry of Environment, Forests & Climate Change notification dated 22/12/2014. The institute has uploaded the certificate issued by SDO, PSPCL as a proof of date of commissioning of the unit as per which the electric connection was released on 3/1/2008 i.e. prior to the notification of Master Plan which was notified on 10/12/2010. Moreover as per CA certificate submitted by the institute it is clear that the last land was purchased on 15/11/2010. The effluent samples of the institute were collected by Board’s approved lab i.e. M/s Sophisticated Industrial Materials Analytic Labs (P) Ltd, New Delhi on 24/5/18 and as per analysis report the parameters are found within the prescribed limits of the Board. The industry is building construction and area development project having total project cost Rs 19.16 Cr and competency to decide the case lies with the Chief Environmental Engineer (Agenda Note is attached).
In view of above, it is recommended that Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2023. |
