File Note: It is submitted that earlier, the Auto Service Station was applied for obtaining extension in validity of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. The Auto Service Station has deposited Rs. 3,750/- vide R. No. 14/4571 dtd 18/6/2018 under Water Act, 1974 and Rs. 3,750/- vide R. No. 13/4571 dtd 18/6/2018 Air Act, 1981, which makes it adequate up to 30/09/2022 under both Acts. The auto service station has also deposited Rs 500/- vide R. No. 15/4571 dated 18/06/2018 as an application form fee. The Auto Service Station was visited by officer of this office and collected the effluent samples from the final outlet of ETP on 1/6/2017 & 7/9/2017 as per policy of the Board and the analyzed parameters on these occasions were found within permissible limit as prescribed by the Board (analysis reports may kindly be peruse from the record file). The application was processed and consent to operate under Water (Prevention & Control of Pollution) Act, 1974 was granted up to 30/6/2018 & consent to operate under Air (Prevention & Control of Pollution) Act, 1981 was granted up to 30/9/2019. After that, the Auto Service Station was again visited by officer of this office and collected the effluent samples from the final outlet of ETP on 3/5/2018 as per policy of the Board and the analyzed parameters i.e. pH=7.6, COD=88 mg/l, BOD=12 mg/l, TSS=14 mg/l, TDS=610 mg/l and O&G=4 mg/l are within permissible limit as prescribed by the Board. Now, the Auto Service Station has again applied for obtaining extension in validity of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. The Auto Service Station was visited by officer of this office on 20/06/2018 and observed as under:- 1. The Auto Service Station is engaged in the sale & service of two wheelers. 2. The Auto Service Station has installed an ETP for treatment of effluent generated from the washing process whose outlet is into sewer. 3. The Auto Service Station has installed a D.G. set of 25 KVA which is fitted with canopy. The Auto Service Station has already submitted Bank Guarantee of Rs. 2.00 lacs which is valid up to 02/11/2018 under the intimation to DCFA, Patiala vide this office no. 5323 dated 06/11/2017. The Auto Service Station has maintained the record of reuse of washing effluent which was verified and found OK. The results of the washing effluent sample collected on 1/1/2014, 4/3/2014, 2/12/2014, 1/6/2017, 7/9/2017 & 3/5/2018 are found within permissible limits as prescribed by the Board. If approved and in view of the above, the application may be sent to Zonal Office, Amritsar with recommendations that 1. The consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be extended to the auto service station up to 30/9/2022. 2. The directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued for the de-sealing of wet section permanently. (Agenda Note is attached for kind peruse please.)
