Sir, it is submitted that the point wise reply of the clarification is as under:
1. The incinerator is duel chamber and temperature in Primary and secondary chamber is maintained to the tune 800±50ºC and 1050±50ºC respectively.
2. In this regard, the industry told that main material, which is being incinerated, is procured from M/s Hindustan Unilever Limited, Rajpura and same is non-hazardous in nature. However, a condition may also be imposed to effect that the industry shall not incinerate hazardous material in its incinerate without obtaining written permission from the Board under any circumstance.
3. The emissions standards for incinerate have been laid down in Environment (Protection) Rules, 1986 i.e. PM = 50 mg/Nm3, HCL = 50 mg/Nm3, SO2 = 200 mg/Nm3, Co= 100 mg/Nm3, total organic corban = 20 mg/Nm3. As such, specific emission standards for incinerator in which non-hazardous is to be incinerated has not been laid down. However, the industry has submitted the stack emissions sample analysis report of incinerator got analysed from Board's approved private laboratory. The perusal of analysis report reveal that the concentration of PM = 28 mg/Nm3, SO2 = 76 mg/Nm3, HCL = 2.3 mg/Nm3, Co= 39 mg/Nm3 and combustion is 99.6 %, which is within the prescribed limits.
4. In this regard, the industry has submitted as under:
We had already provided about 30 M stack at the time of getting of consents form your office. But, in April 2018, due to heavy wind blowing, a part of chimney fell down. Now, we have order to M/s Ganesh Mechanical, Rajpura (A Skilled company for erection and commissioning of APCD and Chimney's to all industries). They will complete this work after the rainy season. We will also ensure your office that we shall not operate the incinerator without adequate stack height.
5. The industry has submitted that the scrubbing water, when it becomes spent, will be dispose of through CETP i.e. M/s JBR Technologies Pvt. Ltd, Ludhiana for which an agreement shall be executed at the earliest and thereafter copy of the same will be submitted to the Board.
In view of the above, it is recommended that the case may be sent to Senior Environmental Engineer, Zonal Office-I, Patiala with the recommendation that the consent to operate granted under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be renewed up to 30.06.2023 for the operation of incinerator of capacity 50 Kg/Hour for incineration of non-hazardous waste material @ 500 kg/day subject to suitable conditions and following additional conditions: -
1. The industry shall not generate and discharge any kind of trade effluent from its process. It shall discharge only domestic effluent into focal point sewer.
2. The industry shall not operate its incinerator without increasing the stack height i.e. from 80' to 100' under any circumstance. The industry shall increase the height within one month and thereafter shall submit the compliance to the Board within 7 days.
3. The industry shall not incinerate any hazardous waste material in the incineratrator without obtaining permission from the Board under any circumstances.
4. The industry shall execute an agreement with CETP i.e. M/s JBR Technologies Pvt. Ltd, Ludhiana for lifting and treatment of spent scrubbing liquid within 15 days and submit the copy of the same to the Board within 3 days, thereafter. |
