It is intimated that the industry is a small scale, orange category unit. I had checked the documents uploaded by the industry personally and verified the same. I had personally checked the industry registration detail and found correct.
Earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 Vide no. CTOW/Fresh/JAL/2017/6546549 dated 10.11.2017 valid upto 30.06.2018 Vide no. CTOA/Fresh/JAL/2017/6546510 dated 10.11.2017 dated 30.06.2018 respectively with special condition that the rice sheller shall submit sample analysis report of shelling and dryer section from Board’s Lab/ Board’s approved lab before commissioning of next paddy season.
Now, the industry has applied for renewal of consent to operate under Air (Prevention and Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act 1974 through OCMMS for manufacturing of Raw Rice @ 80 MT/day, Rice Brain @ 7 MT/day & Rice Husk @ 20 MT/day from processing of paddy @ 120 MT/day. The industry has already submitted consent fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 which is adequate upto 30.10.2022.
As per office order issued by the Head Office, Patiala vide letter no. 59 dated 02.02.2016 and as per decision of officer meeting held at Head Office Patiala on 08.05.2018 that all the industries under orange and green category shall be processed on the basis of documents submitted by the industry without site verification within 7 days. The industry has not been visited and on the basis of documents submitted by the industry alongwith application, it has been observed that the industry is an orange category rice mill unit and seasonal industry, presently the rice mill are closed due to off season. The industry has not submitted the analysis report from Board or Board approved lab during last paddy season. The industry was complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and code of practice during last visit on 12.10.2017.
Keeping in view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 may be granted to the industry upto 30.6.2019 with usual conditions and special condition that:-
1. The rice sheller shall submit sample analysis report of shelling and dryer section from Board’s Lab/ Board’s approved lab before commissioning of next paddy season.(Competency Environmental Engineer)
