File Note: It is intimated that the industry was earlier visited by officer of this office on 10.10.2016 and observe that industry was not complying with norms of the Water Act, 1974, the Air Act, 1981. Accordingly detailed report has been sent to Senior Environmental Engineer, Zonal Office, Bathinda vide no. 4006 dated 13.10.2016. Thereafter, personal hearing had been given before Senior Environmental Engineer, Zonal Office, Bathina. After hearing the competent authority had decided that:- 1. The industry will not operate the unit till it obtain consents to operate under The Water Act, 1974 & Air Act, 1981, authorization and registration alongwith passbook under the Hazardous & Other Waste (Management & Trans-boundary Movement) Rules, 2016. 2. EE, RO, Faridkot will visit the industry, verify the facts, process the consent cases and authorization cases on merit and submit his report with recommendations within 2 weeks. It is further intimated that the industry was granted consent under the Water Act, 1974 vide No. CTOW/Fresh/MOG/2017/5296125, dated 24.03.2017 valid upto 23.09.2017 and vide No. CTOA/Fresh/MOG/2017/5296026, dated 24.03.2017 valid upto 23.09.2017 the Air Act, 1981 for the manufacturing of Lead Ignot @ 1250 TPA & Battery Plates @ 1000 Nos./day and source of water pollution is trade effluent @ 1.6 KLD into sewer after treatment in ETP and domestic effluent @ 0.8 KLD discharge into sewer after treatment in septic tank with special condition that:- 1. The industry shall apply for consent as required under the provisions of Water Act, 1974 after obtaining certificate of registration/passbook as recycler/re-processor from the Board. 2. The industry shall not operate its unit till it obtain the permission for operation of the industry. The industry was surprisingly visited by officer of this office on 29.07.2017 and it was observe that the industry was not complying with the provisions of the Water Act, 1974 & the Air Act, 1981. The detailed report had been sent to Zonal Office, Bathinda vide letter no. 2635 dated 09.08.2017. It is pertinent to mention here that the industry has obtain a passbook vide no. Reg/PPCB/2017-22/F-126 dated 15.09.2017 valid upto 14.09.2022 under rules 6 of the Hazardous and other wastes (Management and Trans-boundary Movement) Rules, 2016.  The agency was applied for obtaining consents to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS on 11.11.2017, along with requisite documents. The industry was visited by officers of this office on 07.12.2017 to verify the fact of application. Then industry is not complying with the provisions under Water Act, 1974 & Air Act, 1981 detailed agenda note report was sent to Zonal Office through OCMMS and consent under Water Act, 1974 & Air Act, 1981 were refused vide letter no. CTOW/Renewal/MOG/2018/6832922 dated 22/02/2018 & vide no. CTOA/Renewal/MOG/2018/6832848 dated 22/02/2018.  Now, the agency has applied for obtaining consents to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS on 18.06.2018, along with requisite documents. The industry was visited by officers of this office on 27.06.2018 and it was observed as under:- 1. The industry was not in operation. 2. The industry has installed a 01 pot type furnaces (02 sections) attached with gravity dust settling chamber Followed by twin Cyclone, heat recovery unit, bag filter house and wet scrubber with adequate stack height 30 metres alongwith sampling arrangements. The representative of the industry assured during the visit, it will be re-circulating the water of the scrubber and purge effluent will be generated from the wet scrubber, same to be lifted to authorized person by Board. 3. The industry has installed the electric motor on its wet scrubber, which is used for re-circulation of water. 4. The industry has provided c.c. flooring in battering breaking area and the industry has made arrangements for collection of acid into plastic PVC underground tank, which is generating from battery breaking. The representative of the industry assured during the visit, acid to be lifted to authorized person by Board. The battery is breaking manually. The industry has provided suction hood for capture of acid fumes which are generated from battery breaking process. 5. As per application, the industry has used lead acid batteries (Dry) @ 1875 MT/year as raw material. There were dry battery stored in its premises. In is pertinent to mention here that trade effluent is generating from washing section for washing of battery cases before their disposal in the market. However, the industry has provided neutralized tank for treatment of trade effluent. 6. The industry has provided separate Hazardous Waste room and cc flooring has also been provided in its Hazardous Waste room. 7. The industry is complying with the provisions under Water Act, 1974 & Air Act, 1981. Keeping in view of the above, it is recommended that:- a) Consent under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 may be granted for period upto 30.06.2020 subject to suitable conditions along with special condition that the industry will store entire purge effluent of wet scrubber and entire acid generated from breaking of batteries within its premises in scientific manner and will sign a MOU with a person authorized by the Board for lifting of both effluent. The industry shall not discharge a purge effluent of wet scrubber and acid generated from breaking of batteries into sewer.
