File Note: The industry was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. R14LDH3CTOW955219 dated 10.03.2014 which is valid upto 30.06.2018 with usual terms and conditions and special conditions that the industry shall shift its unit to the designated area as per policy of the Govt./Board and as per provisions of the notified Master Plan of Ludhiana. Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 along with compliance report of previous granted consent under Water (Prevention & Control of Pollution) Act, 1974, latest C.A certificate and copy of agreement with CETP etc. The industry was visited by JEE of this office on 27.06.2018 and observed that:- 1. The industry was in operation during visit. 2. The industry is engaged in process of zinc plating of cycle parts on job basis. 3. The industry has installed 04 no. zinc barrels and 03 no. caustic drums. 4. The industry has provided water meter at source of water supply in the process area and noted reading as 0209.39 KL. 5. The industry has constructed cemented tank @2500 ltr for collection of its trade effluent. 6. The industry has made agreement with M/s JBR Tech. Pvt. Ltd, Ludhiana for lifting of trade effluent @ 3000 ltr/month. 7. The industry is not maintaining the record of trade effluent lifted by M/s JBR Technologies Pvt. Ltd. 8. The industry has submitted the record of consumption of fresh water @18100 ltrs and trade effluent lifted @ 18000 ltrs to the facility for the last six months from the period of Dec, 2017 to May, 2018, hence the industry is lifted average @ 3000 ltrs per month which is according to agreement. 9. During visit an outlet leading to MC sewer was found in the wet processing area. The industry could discharged its untreated effluent into sewer through this outlet. The representative of the industry was advised to plug the same. The industry is not complying with the previous conditions of consent to operate granted to it under Water (Prevention & Control of Pollution) Act, 1974. In view of above, it is recommended that show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be issued to the industry due to above said reasons please.
