It is intimated that the hospital is a small scale. The hospital was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH3/2018/6797698 and CTOW/Fresh/LDH3/2018/6797801 dated 05.01.2018 valid upto 30.06.2018 through OCMMS of the Board for the bed capacity of 35 no.
Now, the hospital has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents.
The hospital has deposited consents fee under Water Act 1974 and Air Act 1981, which is adequate upto 31.03.2020 under both Acts.
The hospital was visited by JEE of this office on 04.07.2018 and observed as under:-
1. The hospital is having 35 beds.
2. The hospital is having 05 storied building.
3. The hospital has not provided any OT and laboratory at site.
4. No liquid waste is being generated from inside the premises, there is only source of generation of domestic effluent and same is discharged into MC sewer.
5. The hospital has installed tubewell inside the premises. The hospital is also taking water from MC supply.
6. No laundry exists in the hospital.
7. The hospital has installed 01 DG set at roof top with canopy.
8. No boiler installed inside the premises.
9. The hospital has submitted copy of an agreement with common facility of M/s Medicare Environmental Management Pvt. Ltd., Ludhiana, authorized by the Board for bed capacity of 35 beds, wherein MEM has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 31.03.2023. The HCF has valid authorization under Bio-Medical Waste Management Rules, 2016 upto 31.03.2023.
The competency to decide the case lies with the Environmental Engineer, Regional Office.
In view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the HCF upto 31.03.2020 with suitable conditions.
