File Note: It is intimated that the industry is a small scale electroplating unit and was earlier granted consent to operate under the Water Act, 1974 vide no. ZO-II/LDH/RO-IV/WPC/2013/F-955 dated 21.03.2013 valid upto 30.06.2018 and under the Air Act, 1981 vide no. ZO-II/LDH/RO-IV/APC/2013/F-846 dated 21.03.2013 valid upto 30.06.2018. Now, the industry has applied for renewal in validity of consent to operate under Water Act, 1974 and under Air Act, 1981 through OCMMS. To verify the facts, the industry was visited by AEE of this office today i.e. on 04.07.2018 and it was observed as under:- (1) The industry was in operation during the visit and is engaged in electroplating of cycle parts on job basis. (2) The manufacturing process of the industry is as below:- Raw Material (cycle parts) HCL Acid dip (if reqd)  Electroplating/ Zinc plating/Powder coating  Packing  To market (3) The industry has installed a small acid dip (HCl) section and electroplating section consisting of 02 no. zinc barrels followed by washing section after zinc plating. (4) The industry has made an agreement with the CETP operator @ 2000 ltrs/month for lifting of trade effluent, generated from the electroplating process. (5) The industry has provided common water meter at the source of fresh water supply for both the acid dip and electroplating sections. The reading of the water meter during the visit was noted to be 136.78 KL. (6) The industry is maintaining record regarding fresh water consumption vis-à-vis trade effluent lifted to the CETP operator. As per record maintained by the industry water consumption vis-à-vis effluent lifted as mentioned in the agenda note attached. As such water consumed vis-à-vis effluent lifted was found to be in synchronization. (7) The industry has provided storage tank of size 1500 ltrs for collection of trade effluent generated from the process. Approx. 900 ltrs of effluent was lying in the storage tank during the visit. (8) The domestic effluent is being discharged into sewer. (9) The industry has also installed one no. powder coating booth with inbuilt cyclone as APCD. The representative of the industry told that due to some clerical error the powder coating booth has not been mentioned in the application form. He further requested that it may be incorporated in the consent if the Competent Authority feels the case to be fit for granting. (10) The industry has not installed any DG set in its premises. (11) In compliance Manufacturing, Storing and Import of Hazardous Chemical Rules, 1989, the industry has submitted an undertaking that the industry is using chemical in very small proportions. Further, the industry has provided environmental sound arrangement to mitigate/alleviate for undesirable happening in the event of spillage, leakage if any. The declaration of the industry for emergency response plan is attached along with the application form. (12) The industry is located in the designated industrial area i.e. Phase-7, Focal Point, Ludhiana. (13) The industry has deposited consents fee which is adequate upto 30.06.2023. In view of above, it is recommended that consent to operate under Water Act, 1974 and Air Act, 1981 be granted upto 30.06.2023 with usual conditions and special condition that the industry shall only use M.C supply for its process. In case, it desires to use under ground water, it will obtain the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). The Board will not be responsible for any loss, in case the CGWA will prohibit the abstraction/use of water on account of non-obtaining of such permission, please.
