G Recommendations:
It is submitted that the industry was granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/FGS/2017/6774703 dated 22/12/2017, and under the Air Act, 1981 vide no. CTOA/Renewal/FGS/2017/6774726 dated 22/12/2017, valid upto 30/06/2018 with certain conditions for the production of Zinc Metal @ 5 MTD from APCD dust under category of 35.1 of HWM Rules,2016 under small scale.
Now, the industry has applied for obtaining renewal of consent to operate under Water Act, 1974 & Air Act, 1981 alongwith requisite documents. Now, the industry is under medium scale as a cost of plant & Machinery has increased from Rs. 5.0 Crores. The industry had already deposited Rs. 90000/- vide UTR no. SBIN517291158649 dated 18/10/2017 as Water Consent fee and Rs. 72000/- vide UTR no. SBIN517291158609 dated 18/10/2017 (by mistake verified under the Water Act, 1974) and Rs. 18000/- vide UTR no. SBIN317125719060 dated 5/5/2017 as Air Consent Fee against the fixed assets of Rs. 869.14 Lacs as on 30/05/2018 as per CA certificate dated 2/06/2018, which is adequate upto 10/05/2022 as per Board's Office Order dated 18/7/2013. Further, the industry has deposited Rs. 9000/- vide R. no. 30/4606 dated 20/06/2018 towards NOC regularization fee against the increase in the value of fixed assets, which is adequate. As per details provided by the industry the increase in fixed assets is due to installation of auxiliary machinery and shed etc. which do not effect the production and pollution load as informed by the industry.
Accordingly the industry was visited by the AEE of this office on 4/07/2018 and Sh. Dilbag Singh Mangat, Advisor was present at the site. During the visit, it was observed as under:
1. The industry as well as APCDs of electrolysis process was in operation.
2. The industry has provided two no. calcination chambers equipped with a common bag filter house as APCD and a common stack of height 13 m above ground level. The industry had already upgraded its APCD by installation of additional chamber of bag filter houses.
3. The industry has provided hoods at various locations for collection of emissions being generated from the electrolysis section.
4. The industry has provided MS sludge drying beds to dry sludge generated from the process.
5. The industry had already installed wet scrubber as APCD, which to control the emissions from electrolysis section and leaching section.
6. As per SOP the residue generated from filter press no. 1 can be used in captive induction furnace for recovery of metals and the industry is making compliance of this stipulation of SOP.
7. Presently, the spent electrolyte remained after electrolysis process is reused in the leaching chamber for recovery of metals.
8. The industry has already made arrangements to treat its effluent generated from the process if any in the ETP already installed by M/s Madhav Alloys Pvt. Ltd. The industry has already provided meters on the waste water line, however, the reading of the meters was nil. The representative of the industry informed that there is no generation of waste water as the lean solution is recycled thoroughly as it contains required chemicals which are utilized for digestion of zinc in the solution.
9. The industry has already installed online continuous monitoring station with stack of APCDs and has submitted the detail of the same in its compliance report.
The stack emissions/effluent sampling along-with JSO on 24/05/2018 and as per analysis reports various parameters were within prescribed limits.
Further, the industry is complying with the conditions of consents granted under the Water Act, 1974 and the Air Act, 1981. The industry has already stabilized its movement area.
The industry is located outside M.C. Amloh. There is no Master Plan prepared for M.C. Amloh so far.
Furthermore, as per the guidelines issued by Central Ground Water Authority (CGWA), Amloh Block of Fatehgarh Sahib District falls in the list of notified area. As this industry does not fall in the list of water intensive industries and only require water for cooling and drinking purposes, therefore, it may be allowed to abstract the water requirement from its existing borewell However, the industry may asked to comply with CGWA guidelines.
Moreover, the Board has also clarified vide SEE(HQ-1) Head Office letter no. 7956-97 dated 9/3/2018, the operative part of this letter is as under:
It has been decided that the Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the authorities concerned as notified by the Central Ground Water Authority. However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries.
In view of the above, it is recommended that the consent to operate granted under the Water Act, 1974 and Air Act, 1981 may be renewed upto 31/03/2022 subject to suitable conditions and following additional conditions:
1. The industry will comply with the CGWA guidelines.
2. The industry will comply with the zoning regulations whenever the Master Plan of Amloh is notified.
