As discussed, the industry was visited surprisingly by the team of the Board comprising of Er. Pardeep Gupta, CEE, Er. G.S. Gill, EE and Er. Atul Kaushal, AEE and findings of the visiting team are as under:- 1. The industry was in operation during the visit and is engaged in manufacturing of engg. Goods ( Nuts bolts etc.)................... 2. The industry has installed one pickling section, the effluent of which is being treated in the treatment plant after being collected in a collection tank. ETP was not in operation during the visit. No chemical dosing was being done. The outlet flow meter was out of order. The industry claims that it is reusing the effluent in the pickling process after treatment and is doing batch treatment After 15-20 days................... 3. The housekeeping of the industry is poor................... 4. No proper handling of sludge was being done as observed during the visit, the wet sludge was kept on the drying bed on the top floor and it is apprehended that sludge is kept there without passing it through filter presses................... 5. As per the record maintained by the industry, it is using 5 KL/month of the effluent on the average in the pickling process, 3 KL of which is re-circulated and 2 KL make up water is used through a metered pipeline................... 6. The industry has installed 3 Hot dip galvanizing machines out of which 2 have been provided with common wet scrubber and one has been provided with individual scrubber, both have been provided with adequate stack heights and sampling arrangements................... 7. The industry has not provided any proper collection system for Zinc ash and Zinc dross generated from the hot dip galvanizing section................... 8. The industry has installed one sand barreling section, the effluent from which is being collected in 3 no. collection tanks and is re-circulated in the process thereafter................... 9. The industry has installed 1 no. oil fired forging furnace and 1 no. oil fired normalizing furnaces with stacks of adequate heights along with forging presses and hammers of varying capacities (7 Nos.)................... 10. The industry has installed one shot blasting mnachine with in house bag filter as APCD and with stack of adequate height................... 11. The industry is storing the hazardous waste in the storage room provided in the adjacent premises of Turbo tools, E-433, phase-6, focal point, Ludhiana................... 12. The industry has installed two no. pickling sections with one processing shed. However, the industry has installed scrubber only for one pickling section and the other pickling section is only equipped with exhaust fan, which is required to be connected with the scrubber.........................................
In view of the above, it is recommended that show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 may be issued to the industry, please. |
