It is intimated that the industry is small scale red category unit and is entered in the inventory of this office at serial no. LDH-3/CON/0224.
Earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/LDH3/2017/5348380 dated 10.04.2017 & R14LDH3CTOA940039 dated 19-03-2014, both are expired on 30.06.2018 with usual terms and conditions and special conditions that:-
1. The industry shall obtain permission from Central Ground Water Authority for abstraction of ground water as and when asked to do so under the provisions laid down by the said department.
2. The industry shall shift its unit to the designated area as per policy of the Govt./Board and as per provisions of the notified Master Plan of Ludhiana.
Now, the industry has applied the renewal of consent of the Board under Water (Prevention & Control of Pollution) Act, 1974 & renewal of Air (Prevention & Control of Pollution) Act, 1981 through OCMMS alongwith latest copy of CA certificate, compliance of previous consent conditions, flow chart, SSI certificate, approved building plan, proprietor certificate, agreement with M/s JBR Unit-2.
The industry was visited by JEE of this office on 07.07.2018 and observed that:-
3. The industry was in operation during visit.
4. The industry was engaged in the process of powder coating of Auto/cycle parts.
5. The industry has installed 03 no. powder coating booth along with cyclone as APCD and adequate stack height in its premises.
6. The industry has installed 01 no. oven on electricity for heating purpose.
7. The industry has provided plastic drum for pickling process.
8. The industry has made an agreement with M/s JBR Tech. Pvt. Ltd.(CETP), for lifting of effluent from 2000 Ltr/Month.
9. The industry has provided water meter at the source of water supply attached and reading was noted as 0089.77 KL during visit.
10. The industry has provided plastic tank @1000 ltr for collection of its trade effluent.
11. The industry has submitted the record of water consumption/effluent lifted for the last six months, as per the record maintained by the industry, the industry has consumed of fresh water @10,060 Liter and lifted its trade effluent @ 10,000 ltrs to the facility from the period of Jan, 2018 to June, 2018, hence the industry is lifted average @ 1667 ltrs per month. Which is as per agreement.
12. The industry is maintaining the record of water consumption as well as lifting of its trade effluent to CETP operator.
As per Board's order no. 21 dated 08.06.2018, it has been decided that the existing industrial units/ other establishments which were established before the notification of the master plan of the respective cities shall be allowed “consents/extension under the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and authorization under the provisions of Hazardous Waste Management Rules, 2016 for a period of 15 years from the date of the notification of master plan alter taking the concrete documentary proof regarding the date of commissioning of such units. No separate approval from local bodies/other authorities is required to be obtained.
The industry is complying with the previous conditions of consent to operate granted to it under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In the view above, It is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2023 with suitable terms and conditions.
