File Note: It is intimated that the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.06.2018 for engaged in manufacturing of plywood & block Board @ 800 sqmtr/day. Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS for engaged in manufacturing of plywood & block Board @ 2500 sq mtr/day. The clarification raised by this office the industry was granted consent to operate under Water Act, 1974 and Air Act, 1981 of production capacity block board and ply wood @ 800 sq.mtr/day. Now the industry has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 production capacity block board and ply wood @ 2500 sq.mtr/day. The industry has submitted reply for the clarification and mentioning that the industry has not increased or installed any new machinery already sanction / approved by Forest Department. Only Modernization is made such as hand sanding converted to automatic wide belt sander, hand finishing is converted to automatic finishing machines and valves to control Steam are replaced with this modernization the product is increased and accordingly varied consents are applied and required consent fesses are deposited. There is no Increase in pollution load with this modernization made at site. The industry was visited by the AEE of this office on 14.06.2018 and it was observed that the industry was in operation during visit. The industry has installed 1 no. wood fired boiler of capacity 5 TPH with trima cyclone and wet scrubber as APCD. The stack emission sample was collected during visit, as per the analysis report received by Zonal Lab endst no. 1148-49 dated 21.06.2018 the particulate matter is 372 mg/nm3 at 12% CO2, which is within the limits prescribed by the Board. The industry has installed 2 no. DG set of capacity 125 KVA and 380 KVA with canopy. The industry has installed also ETP consisting of collection sump-reaction cum settling tank – sludge drying beds which were not in operation during visit, hence the effluent sample could not be collected during visit. The domestic effluent is discharged onto land for plantation after septic tank. The industry has submitted DTP certificate vide letter no. 2258 dated 13.10.2011. The industry has submitted approved building plan from Director of Factory Act, Punjab. The industry has submitted consent fees under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981, which are adequate upto 30.06.2023. The industry is listed at Sr. No. 1088 of inventory prepared by Regional Office, Jalandhar. The industry is small scale orange category and the competency of case lies with Senior Environmental Engineer, Jalandhar. Keeping in view of above, it is recommended that consent to operate under Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.06.2023 with usual conditions as per policy of the Board.
