The industry was granted consent to establish/NOC vide no. CTE/Fresh/BTI/2017/5944832 dt. 26.07.17 for establishment of rice sheller unit of capacity 1 TPH of raw rice /sorted rice without dryer, subject to the conditions mentioned therein.
The industry had applied for fresh consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 07.04.2018 for operation of rice sheller unit of capacity 1 TPH of raw rice /sorted rice without dryer under the Orange category as per the prevailing policy.
The industry was visited by officer of this office on 10.04.2018 and it was observed as under –
• The industry was in operation for the production of raw rice / sorted rice.
• The industry has installed cyclone as APCD with shelling section to contain the process emissions and the same was in line with all dust emitting points connected to the APCD.
• The industry has provided adequate sampling arrangement to facilitate the emission sampling.
The industry has provided brick wall of 10 feet height of adequate length of 70’ & wind screen has been provided over the said wall in compliance to the code of practice.
• The industry has made plantation along the boundary wall but the same is not adequate.
• The domestic effluent of the industry is being discharged into soakage pits.
The industry was not complying with the provisions of the Water Act, 1974 & Air Act, 1981. Thereafter, the industry was issued show cause notice for violations of the said Acts vide this office letter no. 3174 dt. 25.04.2018 to explain its position within stipulated time period. However industry has not submitted any reply in regard to this within stipulated time period. Therefore, the applications of the industry for CTO under said Acts was refused on dt. 04.07.2018.
Now, the industry has re-applied for fresh consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 1 TPH of raw rice /sorted rice without dryer under the Orange category.
The industry was visited undersigned on 05.07.2018 and it was observed as under –
• The industry was not in operation due to off season.
• The industry has installed cyclone as APCD with shelling section to contain the process emissions and the same was in line with all dust emitting points connected to the APCD.
• The industry has provided adequate sampling arrangement to facilitate the emission sampling.
• The industry has provided brick wall of 10 feet height of adequate length of 70’ & wind screen has been provided over the said wall in compliance to the code of practice.
• The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions
• The industry has now made adequate plantation along the boundary wall.
• The industry has now removed its soakage pit & made septic tanks for the treatment of domestic effluent also provision has been made to discharge the domestic effluent onto plantation area.
Now, the industry was complying with the provision of the Water Act, 1974 & Air Act, 1981 and code of practice prescribed by the Govt. for such type of units as well as observations of the show cause notice issued to the industry.
Recommendations :
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller to manufacture raw rice / sorted rice @ 1 TPH without dryer for a period upto 30.09.2022, subject to the suitable conditions alongwith specific condition that the industry will get emission sample analyzed within one month during next paddy season 2018-19. |
