The industry was granted consent to operate under water Act, 1974 & Air Act, 1981 with validity upto 30.06.2018 under both the acts, with certain conditions mentioned therein.
The industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 26.06.2018 for operation of rice sheller unit, as the industry has installed dryer furnace. However, the clarification was raised to the industry as per the observations made during the visit on 09.07.2018. The industry vide its reply submit that they have installed proper APCD with dryer section for control of dust emissions and increased the volume of plants within the premises.
To verify the compliance, the industry was visited by AEE of this office on 19.07.2018 and it was observed as under –
• The industry was not in operation due to paddy off season.
• The industry has already installed cyclones as APCD’s in the shelling section as well as in the dryer section to contain the process emissions and the same were in line/operationable conditions with all dust emitting points connected to the APCD’s
• The industry has provided stacks of adequate height with the APCD’s and provisions to facilitate air emission sampling.
• The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
• The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further wind screen of MS of 5’ height has been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation.
• The industry has made adequate plantation along its boundary wall.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt.15.10.2013.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller to manufacture raw rice / sorted rice @ 3.5 TPH with dryer for a period upto 30.09.2023, subject to the suitable conditions. |
