File Note: Discussed on today, it is submitted that the Master Plan of Barnala town is yet not finalized. As per prevailing policy of the Board the site of rice sheller unit is located outside the Municipal Limits of Barnala Town. As such, the site of rice sheller unit is suitable for installation / regularization of dryer section, as per notification dated 15/10/2013. Also the industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 and conditions of NOC earlier granted to it under the provisions of the Water Act, 1974 & the Air Act, 1981. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office. It is further added here that the Board vide its letter no. SEE(HQ-II)2018/9982-10003 date 27/03/2018 as requested to strictly follow the consent validity criteria for grant of consents to red/orange/green categories industries for 05 years, 10 years & 15 years, respectively. In view of above, it is recommended that varied consents to operate under the Water Act, 1974 & the Air Act, 1981 may be granted to the industry for a period upto 30/09/2027, for manufacturing of Sorted raw rice @ 5.0 TPH (With dryer), with suitable conditions and special following conditions:- 1. The industry will obtain permission to abstract ground water as per guidelines issued by Central Ground Water Authority (CGWA). 2. The industry shall not generate and discharge any kind of trade effluent from its process, only domestic effluent will be discharged onto land for plantation after passing through septic tank. 3. The industry shall not install saila plant, boiler furnace or DG set in its premises, without prior written permission of the Board. 4. The industry shall get the performance of APCD monitored from Board's lab within one month from its commissioning in the coming season and shall submit the analysis report to the Board werein 07 days, thereafter. 5. The industry will upgrade its existing APCD to achieve the amended standards laid down by the Board and amended from time to time. 6. The industry shall compliance with the code of practice laid down by Govt. order no. 10/48/2004-STE (4) /932 dated 15/10/2013 at all the times in true letter & spirit. 7. The industry shall be bound to achieve stack emission standards laid down by the Board and amended from time to time.
