Earlier, the promoter company was granted consent to establish (NOC) by the Board, for its project namely Amari Greens for development of plotted residential accommodation having 74 plots in an area of 15029.65 sq.mtr. in village Khanpur, Tehsil Kharar, Distt. SAS Nagar.
Now, the promoter company has applied for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 only, alongwith requisite documents and consent fee adequate upto 31.03.2023, under the said act against the total investment of Rs. 8.84 Cr as per CA certificate dated 04.07.2018.
It is mentioned here that earlier, the promoter company had applied for obtaining consent to operate in 2017. During visit to the site at that time, it was observed that the promoter company had constructed dwelling units based on G+2 on all the plots, as such, the application of the promoter company was returned with the request to resubmit the application after submitting complete built up area details.
Now, the promoter company has submitted following details of the built-up area of the project:-
As per the details submitted by the promoter company, total built-up area of all the dwelling units is about 164000 sq.ft. i.e., 15244 sq. mtr. (approx). Further, the promoter company has also mentioned the built-up area of the project as 15234 sq.mtr. in the application form. As such, as per the details submitted by the promoter company, total built up area of the project comes out to the 15244 sqm., which is less than 20,000 sqm. therefore, the project is not covered under the provisions of the EIA notification dated 14.09.2006.
Accordingly, the site of the residential project was visited by AEE of this office on 18.07.2018 and Sh. Sumit Goyal, representative of the promoter company was contacted. During the visit, it was observed as under:
1. There are total 74 no. plots in the project and construction on all the plots has been completed. The promoter company has constructed 222 dwelling units based on G+2 configurations on all these plots.
2. The representative of the promoter company informed that at present, about 100 families have started residing in the project.
3. The promoter company has installed one tubewell in its premises and is yet to install flow meter with the same.
4. The promoter company has installed a skid mounted type STP of capacity 150 KLD, which was not in operation during visit due to power cut. The STP consists of following components:-
STP consisting of Collection Tank FAB Reactor Tube Settler Sludge Drying Bed Clear Water Tank.
5. The promoter company has installed flow meter at the outlet of the STP and separate energy meter with the same. However, the promoter company is yet to start maintaining the record of the readings of the same.
6. The promoter company is utilizing the treated wastewater for irrigation of green area developed outside the project also with the help of flexible pipes. The remaining quantity of treated wastewater is discharged into the MC sewer.
7. The promoter company has not installed any DG set in its premises and has not applied for obtaining consent to operate under the Air (Prevention & Control of Pollution) Act, 1981.
8. The solid waste being generated from the project is sent to MC dumping site.
As such, as per the details submitted by the promoter company, total built up area of the project comes out to the 2893 sqm., which is less than 20,000 sqm. therefore, the project is not covered under the provisions of the EIA notification dated 14.09.2006.
In view of the facts mentioned above, if approved, the promoter company may be granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 upto 30.09.2022, subject to suitable conditions and following additional conditions:
1. The promoter company shall immediately start maintaining the record of the readings of the flow meter installed at the outlet of the STP and separate energy meter installed with it.
2. The promoter company shall immediately install flow meter with the tubewell and shall start maintaining the record of the readings of the same.
3. The project proponent shall obtain permission from the CGWA for the abstraction of ground water.
4. The promoter company shall not install any DG set in its premises without obtaining valid consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 from the Board.
