Subject: Application for obtaining consent to operate under Water(Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 by M/s Kaplish Rice Mills, Vill- Kanjala, Tehsil- Morinda, Distt- SAS Nagar.
It is submitted that earlier the rice shelling unit was granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. 155 dated 06.10.2003 for the processing of the paddy @ 2 TPH with the validity upto 04.02.2018, which was curtailed upto 18.06.2012 due to non-compliance of the guidelines and was thereafter restored upto 31.03.2013 subject to the conditions mentioned in the original consents.
Now, the industry has submitted online application of obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & renewal of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981. The industry has also submitted the compliance reports of the previous consents granted to the industry under the Air (Prevention & Control of Pollution) Act, 1981. The industry has also submitted an undertaking to the effect that the rice shelling unit is complying with the code of practise mentioned in the notification dated 15.10.2013.
Further, it is added that the sample of the stack emissions was collected on 29.12.2017 by the officers of the Board and results of the Particulate matter is 234 mg/Nm3 as per the analysis reports received from the Air Laboratory, Head office, Patiala. The reports is which is within the prescribed limit of 500 (mg/Nm3)conforming to the standards stipulated by the Board. Further, the industry has also deposited fee of Rs 6100/- vide Rno. 57/4616 as analysis fee.
Further, the industry has also submitted the compliance reports of the previous consents granted. The industry has also submitted an undertaking to the effect that the rice shelling unit is complying with the code of practise mentioned in the notification dated 15.10.2013.
And, as per circular no. CEE (HQ)/F.No./957/2016/59 dated 02/02/2016, the case for renewal of NOC/Consent to operate for Orange & Green category industries is to be processed based on self-certification submitted by the industry to the effect that it is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981, as such, the rice shelling unit covers under orange category, therefore, in view of facts mentioned above, may if approved it is recommended that the consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted up to 30.06.2023 subject to the suitable conditions and additional conditions as under:
1.The industry shall comply with the amendments issued by the Board under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981.
2.The industry shall comply with the amendments issued by the Board for the APCD installed in the industry timer to time to control the emissions generated from the process.
3.The consents granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981,may be revoked if any part of the undertaking found incorrect. |
