File Note: The Sheller was earlier granted 'Consent to Establish (NOC)' vide no. CTE/Fresh/LDH1/2017/5945904 dated 27.07.2017 valid upto 26.07.2018 for processing of paddy @ 03 TPH by installing 01 shelling section of capacity 70 MTD with sun drying process only. The rice Sheller has now applied for fresh 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 for processing of paddy @ 70 MTD after installing 01 shelling section & 01 mechanical dryer. To verify the facts, the industry was visited by this office on 18.07.2018 & following observations were made;- 1. The rice Sheller was not in operation due to off season. 2. The rice Sheller has installed 01 Shelling unit of capacity 70 MTD with cyclone separator as APCD along with adequate stack. 3. The rice Sheller has installed 01 rice husk fire dryer of capacity 32 MTD with cyclone separator as APCD along with adequate stack. 4. The rice Sheller has installed 01 D.G. set of capacity 05 KVA with canopy & adequate stack height. 5. There is no source of trade effluent & only domestic effluent @ 0.5 KLD will be discharged onto land for plantation within premises along boundary after septic tank. 6. The rice Sheller has submitted building plan approved from competent authority/person under Factories Act, Punjab. 7. The rice Sheller is complying with the new code of practice for rice Sheller/code of practice;- a) All the processing sheds are covered. b) The industry has provided adequate plantation along boundary wall of the unit. c) All the dust emitting points of shelling units are connected to a common APCD i.e cyclones attached with stack of adequate heights i.e 10’ above roof level. d) The industry is not located in High Tension Transmission zone of PSPCL. e) Concrete road has been provided inside the premises for movement of vehicles so as to prevent generation of dust. f) The industry has provided rice husk storage shed with roof at more than 6 mtr. from ground level & common entry exit point. g) The outlet of discharge pipe of rice husk has diameter of appox.15“. 8. The rice Sheller is complying with the conditions of 'Consent to Establish'/(NOC) granted to it. 9. The competency to grant the consent lies with Environmental Engineer, Regional Office, Ludhiana. In view of the above, it is recommended that the 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 may be granted to the rice Sheller upto 30.09.2023 with suitable conditions as per policy of the Board please.
