It is intimated that earlier the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide No. CTOA/Fresh/ASR/2017/4871398 and under Water (Prevention & Control of Pollution) Act, 1974 vide No. CTOW/Fresh/ASR/2017/4871535 dated 14/02/2017 which were valid up to 30/06/2018.
Now, the industry has applied for the renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. The industry has deposited consent fee Rs. 7,200/- vide R. No. 40/4572 dated 25/07/2018 under Water Act, 1974 and Rs. 7,200/- vide R.No. 39/4572 dated 25/07/2018 under Air Act, 1981 which makes its adequate up to 30/6/2024 under both Acts under both Acts against the gross value of the fixed assets Rs 6,35,500/-.
As per MTP, Amritsar letter no. 4077 dated 24/03/2015, the site of the industry falls under residential area as per notified Master Plan (2010-2031), Amritsar. As per documents submitted, the industry is existing before the notification of local Planning area. As per sections of Master Plan (2010-2031), the industries operating in the residential area before the notification of local planning area has been accommodated upto the year 2021 and does not require CLU. The industry has already submitted building plan prepared by Govt. approved Architect.
The industry was visited by officer of this office on 26/07/2018 and it was observed as under:-
• The industry was engaged in the process of zinc plating.
• The industry has installed water meter on fresh water line leading to process. The reading of water meter was noted i.e. 39,840 liters.
• The industry has maintained the record regarding consumption of fresh water in process as well as effluent lifted to CETP.
• The manifests issued by CETP for the lifting of effluent from the period of Jan, 2018 to June, 2018 is showing the quantity of the effluent lifted @ 12,000 lts. and the process water consumption for the same period was @ 13,480 lts. and approx 1300 lts effluent found stored in tank.
• No un-authorized outlet for the discharge of effluent seen in the premises at the time of visit.
In view of the above, it is requested that application of the industry may be sent to Zonal Office, Amritsar with recommendations that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 may be renewed up to the period of 30/06/2021 with the usual terms & conditions and special condition that the industry shall shift into the designated area as per provisions of Depratment of Town and Country Planning, Punjab.
