File Note: It is submitted that the rice sheller was granted consent to operate under the Water Act, 1974 vide no. RO/SGR/WPC/2009/F-953/V-1414 dated 23/10/2013 and the Air Act, 1981 vide no. RO/SGR/APC/2009/F-1513/V-1927 dated 23/10/2013, both valid upto 30/06/2019 for manufacturing of Sorted Raw Rice @ 5.0 TPH (without dryer) with certain conditions mentioned therein. Thereafter, the industry was granted NOC vide no. CTE/Exp/SGR/2018/6888210 dated 16/01/2018 valid upto 15/01/2019 for installation of dryer of 32 MT capacity in its existing unit for manufacturing of Sorted Raw Rice @ 5.0 TPH (with dryer) with certain conditions mentioned therein. Now, the industry has submitted application for varied consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Sorted Raw Rice @ 5.0 TPH (with dryer). To verify the facts, the industry was visited by AEE of this office on 26/07/2018 and it was observed as under:- 1. The industry was not in operation due to off season. 2. The industry has covered all the processing sheds. 3. The industry has provided brick road from main gate of the industry to the rice room for the movements of vehicles. 4. The industry has done plantation along the boundary wall of the rice sheller. 5. The industry has provided cyclone as APCD with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone. 6. The industry has provided brick wall of 15 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. 7. The industry has provided diameter of the discharge pipe of rice husk as 15'. 8. The industry has no source of trade effluent generation and only domestic effluent is being discharged on to land for plantation after septic tank. 9. The industry has provided cyclone as APCD along with stack of adequate height to control the process emissions from paddy cleaner of the dryer. The industry has also submitted completion certificate from M/s Alliance Consultant, Patiala, in this regard. 10. The industry has already deposited consent fee upto 30/06/2019 and now has deposited Rs. 64,750/- vide R.No. 49/4798 dated 20/07/2018 as Water consent fee & Rs. 64,750/- vide R.No. 48/4798 dated 20/07/2018 as Air consent fee, which is adequate upto 30/09/2027 as per CA certificate showing the value of fixed assets of Rs. 173.20 Lacs as on 31/03/2018. 11. Further, the air emission sampling of the industry was carried out by AEE & JSO on 24/01/2018 and as per analysis report, the concentration of SPM was found to be 291 mg/Nm3, which is within the permissible limits prescribed by the Board for such type of the industry. From the above, the industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 as well as the provisions of the Water Act, 1974 & the Air Act, 1981 As per office order No. 461 dated 31/12/2013, the competency for grant of consents to the rice shellers with dryer and saila plants lies with the Environmental Engineer of the Regional Office. If approved, varied consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Sorted Raw Rice @ 5.0 TPH (with dryer) may be granted to the industry upto 30/09/2027, with suitable conditions as per policy of the Board.
