It is intimated that the industry has granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide No. CTOW/Varied/TRT/2018/6756799 & under the Air (Prevention & Control of Pollution) Act, 1981 vide No. CTOA/Varied/TRT/2018/6756610 dated 11/01/2018, which were valid up to 30/06/2018.
Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 & u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 issued to the PSPCL Authorities to re-store the electric supply temporarily for 06 months i.e upto 30/06/2018 vide Zonal Office letter no. 335-338 dated 24/01/2018.
The industry was visited by officer of this office along with SA, Zonal Lab, Jalandhar on 30/01/2018 and observed that the industry was in operation for production of raw rice only after drying the paddy. During visit air emission samples of the industry were collected from the port holes of the stack after APCDs attached with boiler, sheller & pre-cleaner. As per analysis report of air emission sample reveals that the concentrations of SPMs are found within the limits as prescribed by the Board.
Now, the industry has applied for renewal of consents to operate under both Acts along with request for not to disconnect the electric connection available to the industry permanently. The industry has deposited Rs.27,000/- vide R. No. 16/4572 dtd 12/07/2018 as consent fee under Water Act, 1974 and Rs.27,000/- vide R. No. 15/4572 dtd 12/07/2018 as consent fee under Air Act, 1981, to make it adequate up to 31/03/2021 under both Acts against its fixed assets below 5 crores as per C.A. certificate submitted by the industry. The industry was visited by officer of this office and observed as under:-
• The industry was not in operation due to off-season. Repair / maintenance work was under progress. No paddy was found stored within the premises of the industry.
• The industry has installed multi-cyclone as APCD with its boiler of capacity @ 3 TPH.
• The industry has installed cyclones as APCDs with paddy pre-cleaner of parboiling plant & shelling section separately and same were found in line.
• The industry has installed cyclone as APCD with drier of raw rice plant and also installed cyclone as APCD with the shelling section of raw rice.
• The industry has provided provision for direct discharge of rice husk to the boiler feed from the shelling section of parboiled plant. The industry has provided room type enclosure for storage of rice husk being produced from the raw rice plant.
• The industry has already provided brick paving on the movement area within its premises to prevent the blowing of dust due to movement of vehicles.
• The D.G. Set earlier installed by the industry was not found within the premises of the industry.
