It is submitted that Environmental Engineer, Regional Office, SAS Nagar has clarified that the Co. has deposited requsite NOC fee of Rs. 88,000/- against total project cost of 172 crore for the whole project of Distt. Ropar under Green category. As reported by the Regional Office the BPCL is getting tap off gas from GAIL pipeline, which feeds to NFL plant. Since, this gas is un odorized, so as per the regulation it is required that natural gas is odorized using ethyl-mercaptan before supplying to the residents. The oderized gas will be helpful in detection of any leakage happen in city gas network. For this an odorization unit is plant just near the boundary wall of NFL plant, where injection of mythel mercaption will be done. The location identified for oderization unit is taken on lease from NFL for 25 years measuring 15x15 mtr and the said plot is falls within MC limit. The proposed ordrization unit cannot be shifted outside M.C. limit, because by doing so additional pipeline of approx. 5-6 Km will be laid and this 5-6 km of pipeline gas will remain unordrized, which is very risky. Therefore, the Co. has requested for grant of consent to establish (NOC) to supply natural gas to residents of Nangal and Ropar and setting up the orderinzation unit is first step in the process. The site of the unit falls within the MC limits of Nangal. In view of the facts mentioned above and treating the said case as special case as the injection has to be carried out without much travelling of the PNG gas, the case is submitted for considering the case for grant of consent to establish under the provisions of the Water Act 1974 and Air Act 1981 for one year subject to the suitable conditions and suitable conditions and specific condition that 1. The PP shall comply with the guidelines of the Deptt. of Petroleum & Explosive Safety Organization 2. The PP shall ensure that there will be no water, air & odor pollution from the said process. 3. The PP shall obtain the permission from the other Govt. departments, if need be. 4. The PP shall get the consent to operate from the Board under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before the commissioning of the project, please.
