It is submitted that the industry is an existing rice sheller and was granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide nos. MNS/W-1/134/F-169 and MNS/A-1/203/F-237 dt. 30.10.2003, valid upto 30.10.2018 for operation of rice sheller unit to produce raw rice/sorted rice @ 1.0 TPH without dryer, subject to the conditions mentioned therein. The industry has requested for renewal of consents to operate granted to it under the Water Act, 1974 and Air Act, 1981, through online system of the Board on 04.07.2018 along with CA certificate showing fixed assets of the industry and compliance reports of consent conditions. The industry was visited by undersigned on 12.07.2018 and found that the industry has already installed dryer in its premises. The application of the industry had been returned, because the industry was applied for renewal of consents instead of varied consents. Now, the industry has requested for renewal of consents to operate granted to it under the Water Act, 1974 and Air Act, 1981, through online system of the Board on 20.07.2018, with request vide dt. 25.07.2018 that the industry will not operate its dryer as it has to be dismantled with in few days. The industry has deposited consent fee of Rs. 15000/- each under the Water Act, 1974 & Air Act, 1981 vide R.No. 08/4758 and 09/4758 dt. 09.07.2018, which are adequate upto 30.10.2023. Further, the industry has deposited Rs. 6100/- vide R.No. 01/4759 dt. 24.07.2018 as advance air sample fee. No notice is pending in the office regarding any violation of provisions of Water Act, 1974 and Air Act, 1981. Moreover, no complaint has been received in this office against the industry regarding causing any pollution by its operation. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. Therefore, it is recommended that :-
1. The validity of consents granted under the Water Act, 1974 and Air Act, 1981 may be extended upto 30.09.2023 for the production of raw rice/sorted rice @ 1.0 TPH without dryer, alongwith conditions as under: -
• The industry shall install adequate air pollution control devices to achieve the present air emissions discharge standards prescribed by the MoEF vide notification no.G.S.R.152(E) dt. 16th March, 2012.
• The industry will submit the analysis report of process emissions of all stacks from Board’s lab with one month after re-commissioning of unit for coming paddy season 2018-19.
2. Dryer section of the industry may be sealed. |
