File Note: It is intimated that renewal of Consents to operate under the Water Act, 1974 & Air Act, 1981 were granted to the industry vide nos. R14MOGCTOW776559 & R14MOGCTOA776415 dt 07.02.2014, respectively for operation of rice sheller unit to manufacture raw rice @ 07 TPH with dryer alongwith sorted rice @ 5 TPH and for discharge of domestic effluent @ 1.5 KLD onto land for plantation, subject to the conditions mentioned therein, valid upto 30.06.2018 each. Now, the industry has applied for fresh consents to operate under the Water Act, 1974 & Air Act, 1981 through OCMMS under red category for operation of parboiling plant & rice sheller unit alongwith sortex machines to manufacture saila rice @ 02 TPH or steamed rice @ 2 and raw rice @ 04 TPH OR raw rice @ 06 TPH alongwith for operation of sortex machine of capacity 05 TPH and for discharge of treated trade effluent @ 48 KLD for onto land for plantation through ETP, domestic effluent @ 2 KLD onto land for plantation. At the time of scrutiny the application was supposed to be considered as varied consent to operate under the Water Act, 1974 & Air Act, 1981. Further, it is intimated that in future scrutiny will be completed very carefully. The application may be considered for varied consent to operate under the Water Act, 1974 & Air Act, 1981. • Emission sample of the industry was collected by the Board’s officers on 27.11.2014 from the stack of APCD with one shelling section and as per analysis report issued by the Board’s labs, results were as under: Point of sample Collection Parameters Results Port Hole on stack after APCD Particulate Matter 380 mg/Nm3 The analysis results were within the prescribed limits as specified by the Board for rice shellers. Thereafter in the mean time the sample could not be collected due to shortage of Board's lab staff. The industry has deposited Rs. 6100/- vide R.No. 32/4768 dated 05.06.2018 as air emission sample collection fee. The samples will be collected in the upcoming season. The industry has submitted CA certificate regarding its gross fixed value without depreciation of Rs. 109.14 lac as on 30.04.2018. The industry has deposited consent fee of Rs. 35,000/- each vide R. no. 30/4768 & 31/4768 dated 05.06.2018 under the Water Act, 1974 & Air Act, 1981, respectively, which is adequate upto 30.09.2021 under each Act due to the industry falls in Red category as per sr. no. 71 (Parboiled Rice Mills having waste water generation 100 KLD and above (or) fuel consumption 12 MTD and above (or) both). Keeping in view of the above, it is again recommended that:- a) Varied consent to operate under the Water Act, 1974 may be granted to the industry for a period for six month for operation of parboiling plant with rice shelling unit to manufacture saila rice @ 02 TPH or steamed rice @ 2 and raw rice @ 04 TPH OR raw rice @ 06 TPH by operating both shelling section including with parboiling plant for operation of sortex machine of capacity 05 TPH with discharge of treated trade effluent @ 48 KL/day and domestic effluent @ 2 Kl/day onto land for plantation after proper treatment, subject to the suitable conditions along with the special condition that” i) The industry will submit prior schedule for operation of parboiling section to produce saila rice and stabilize the effluent treatment plant, well before the re-commissioning of parboiling section so as to ensure proper treatment of trade effluent from the said section for achieving the standards prescribed by the Board for such type of industries/discharges. ii) This consent is granted subject to the submission of analysis report of effluent samples by the industry from the Board’s lab within a period of two months after re-commissioning of the industry for operation of parboiling plant viz-a-viz achievement of effluent standards as prescribed by the Board for such type of industry/discharges as per said analysis report. iii) The industry will maintain the plantation with new sapling before new recommissioning for operation of parboiling section so as to handle the treated trade effluent without causing any stagnation. b) Varied consent to operate under the Air Act, 1981 may be granted to the industry for a period for six month for operation of parboiling plant with rice shelling unit to manufacture saila rice @ 02 TPH or steamed rice @ 2 and raw rice @ 04 TPH OR raw rice @ 06 TPH by operating both shelling section including with parboiling plant for operation of sortex machine of capacity 05 TPH, subject to the suitable conditions along with the special condition that “ this consent is granted to the industry subject to the submission of analysis report of emission samples collected and analysed by the Boards lab viz-a-viz achievement of the prescribed emission standards applicable to rice shellers”. c) Directions u/s 33-A of the Water Act, 1974 may be issued for desealing of its parboiling machinery & boiler section.
