It is submitted that the HCF is a 20 bedded hospital, which was granted authorization under Bio-Medical Waste (Management & Handling) Rules, 1998 vide no. BMW/Fresh/SGR/2018/7431430 dated 30/04/2018 valid upto 31/03/2022 subject to certain conditions as mentioned therein.
As per Rule 10 of the BMW Rules, 2016, every occupier of a Healthcare Facility is required to obtain' consent to Establish'/Operate of the Board under the Water Act, 1974 and the Air Act, 1981.
Now, the HCF has submitted application for obtaning consent to operate of the Board under the Water Act, 1974 & the Air Act, 1981 alongwith requisite documents.
To verify the facts, the HCF was visited by AEE of this office on 30/07/2018 and it was observed as under:-
1. The HCF is 20 bedded hospital.
2. The HCF has submitted building plan approved by Executive Officer, Municipal Council, Sangrur vide letter no. 523/AME dated 04/12/2012.
3. The liquid waste @ 0.2 KLD generated from HCF is being discharged into MC sewer after treatment with 1-2% sodium Hypochlorite.
4. The domestic effluent @ 0.4 KLD is being discharged into MC sewer.
5. The industry has provided one no. DG set of capacity 125 KVA equipped with canopy & adequate stack height.
6. The HCF has submitted copy of an agreement with common facility namely M/s Medicare Environmental Management Pvt. Ltd., Ludhiana, authorized by the Board, which has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 31/03/2021.
7. The HCF is complying with the conditions imposed in the authorization granted to it under the Bio-Medical Waste (Management & Handling) Rules, 1998.
8. As per Board's letter no. EPA/2017/No. 5261-86 dated 15/12/2017,the competency to decide consent cases under the Water Act, 1974 & the Air Act, 1981 upto 50 bedded healthcare facility lies with Environmental Engineer, Regional Office.
In the view of the above, it is recommended that the hospital may be granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 upto 31/03/2022 subject to suitable conditions and the following additional conditions: -
1. The HCF shall treat its liquid waste generated with 1-2% Sodium Hypo-chloride solution, before discharging it.
2. The Hospital shall install adequate and proper treatment facility for the treatment of liquid waste generated from different sections of HCF within 03 months and shall submit compliance to the Board within 07 days.
3. The Hospital shall discharge its treated wastewater conforming to the prescribed standards as mentioned in BMW Rules, 2016 into the sewer as soon as the ETP is installed & commissioned.
4. If the HCE generate waste hypo- fixer solution and X-ray films, then HCE will make an agreement with M/s Malana Silver Nitrate Recycling unit, Village Rampur Gujran, Tehsil Moonak, Distt. Sangrur for lifting and disposal of same.
