The industry was granted consent to operate under Water Act, 1974 and Air Act, 1981 vide no. No. R14MKSCTOW1205479 and R14MKSCTOA1205107 dated 24.04.2014 valid upto 30.06.2019, respectively, for operation of rice sheller unit of capacity 2 TPH of raw rice without dryer, subject to the conditions mentioned therein
The industry was visited by AEE of this office alongwith JSO on 02.01.2018, during visit one no. emission sample was collected from the porthole of stack of APCD, as per result the conc. of the SPM was found 165 mg/Nm3, which is within the prescribed limits.
Now, the industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 01.08.18 for operation of rice sheller unit to produce 2 TPH of raw rice / sorted rice with dryer under orange category along with NOC for regularization of machinery of dryer section in existing premises. The details of the case is as under :
- The industry has submitted the self declaration that they have not installed paddy with the dryer section and has connected the dust emitting points of the elevators of the dryer with the APCD of shelling section through ID fan.
- The industry has deposited balance consent fee of Rs 20100. /- each vide R.No. 43 & 44 /4760 dt 03.08.2018 under Water Act, 1974 and Air Act, 1981, respectively to make it adequate upto 30.09.2022 against fixed assets of Rs. 85.52 lacs.
- The industry has also deposited NOC regularization fee of Rs. 1500/- vide R.No. 42/4760 dt. 03.08.2018, which is adequate against increased fixed assets of less than 25 Lacs.
- The industry has submitted the compliance of the conditions of consents granted to it under the Water Act, 1974 and Air Act, 1981.
- The industry has submitted certificated dt. 25.07.2018 from Revenue department regarding location of unit outside the MC limits.
The industry was visited by undersigned on 07.08.2018 and it was observed as under –
•The industry was not in operation and lying closed due to paddy off season.
• The industry has installed dryer section without paddy cleaner in the existing premises.
• The cyclone installed as APCD with shelling section to contain the process emissions and the same was found in line with dust emitting points of elevators of dryer connected to the APCD.
• The industry has provided stacks of adequate height with the APCDs and provisions to facilitate emission sampling.
• The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
• The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further wind screen of MS of 5’ height has now been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation / plantation.
• The industry has made plantation along the boundary wall.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. The site of the industry is suitable for regularization of dryer section in existing premises as per certificate of revenue department.
Keeping in view of above, it is recommended that
- NOC may be granted to the industry for regularization of dryer section in existing premises.
- Varied consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity 2 TPH of raw rice / sorted rice with dryer for a period upto 30.09.2022, subject to the suitable conditions along with that the industry shall submit the analysis report of emission samples from all stacks during this paddy season.
