It is submitted that earlier the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. RPN/Red/NO/RS/2003/14 dated 24.02.2003 which was valid upto 31.03.2014 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. R14SASCTOA1785439 dated 16.09.2014, which was valid upto 30.06.2018 for production of raw rice @ 45 TPD using paddy @ 70 TPD (with drier). Now, the industry has applied for obtaining renewal of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 and under the Water (Prevention & Control of Pollution) Act, 1974 along with the requisite documents. The rice sheller has deposited Rs. 7,500/- each under both the Acts vide R. No. 73/4615 dated 27.06.2018 and Rs. 7,000/- under the Water (Prevention & Control of Pollution) Act, 1974 vide R. No. 22/4617 dated 14.08.2018. The consent fee deposited by the industry is adequate upto 30.06.2023, under both the Acts, against the fixed assets of Rs. 18.89 lacs as on 14.06.2018 as per CA certificate submitted by the industry.
It is added here that the industry has submitted following undertaking along with the application form which is reproduced in the agenda note attached herewith.
Further, the industry has submitted analysis results of the stack emission sampling carried out by M/s Chandigarh Pollution Testing Laboratory on 20.03.2018 and the same are tabulated in the agenda note attached herewith.
As such, the industry is complying with the standard as prescribed by the Board. Furthermore, the sampling of the industry shall be carried out in the coming shelling season. As per the office order dated 02.02.2016 issued by the Board, the green and orange category of industries shall be granted renewal of consents under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 without visiting the site of the industry. Since the rice shellers falls under the Orange category, as such, the same was not visited to verify the compliance of the conditions of the consent granted to the industry under the Air (Prevention & Control of Pollution) Act, 1981. In view of above, if may approved, the industry may be granted renewal of Consent to Operate already granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, for processing of paddy @ 70 TPD (with drier), till 30.09.2022, subject to suitable conditions and an additional condition that the industry shall intimate the Board as and when the unit is made operational, so that stack emission sampling can be carried out.
