As per the Agenda note attached, it is submitted that earlier, the promoter company was granted 'Consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974, vide no. R14RPNCTOW1174662 dated 30.06.2014 & and Air (Prevention & Control of Pollution) Act, 1981 vide no. R14RPNCTOA1232455 dated 30.06.2014 valid up to 30.06.2018 for production of PICKLES @1800 Kgs/day, JAMS @100 Kgs/day and SAUCES @100 Kgs/day .
Now, the promoter company, has applied for renewal of 'Consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the same amount of production. They have submitted the application form, Compliance of Previous consents, C.A. certificate mentioning total cost of project, Analysis results from Outlet of ETP, Noise level, DG air sampling from M/s Chandigarh Pollution testing Laboratory, Phase-7, Industrial area, Mohali on 10.05.2018 and the results were within prescribed limits, fee under the Water Act, 1974 and Air Act, 1981, up to 30.06.2023.
Accordingly, the site of the project was visited by AEE of this office on 20.08.2018 and Sh. Jaspreet Bakshi, Owner was contacted. During the visit, it was observed as under:
1. The industry was in operation and in the process of manufacturing Pickles from fruits and vegetables and the process involved is cutting, blending with spices and oil and Packing.
2. The industry is preserving mangoes, chillies and vegetables in PVC containers in large numbers.
3. The industry has installed an ETP for the treatment of effluent generated from the washing of floors and washing of bottles and containers and the aeration was going on at the time of visit.
4. The ETP provided consists of following components:-
Collection tank, Aerators, Dozing tank, Clarifier, Sand filter. The promoter company has provided separate energy meter with the ETP and is maintaining record of the treated effluent and energy meter installed with it.
5. After ETP the treated water goes to the MC Sewer. The industry has installed water meter at the final outlet of the ETP and the reading of the same was noted as 118.5 KL. However, the samples could not be collected due to no flow at the outlet.
6. The industry has installed the boiler of 400 Kg/hr capacity which is wood fired with a stack of about 2 m from roof level. The boiler was not operational during visit and the representative of the industry informed that they are using the boiler for sauce making only which is being done only once or twice a week.
7. The industry has installed a DG set of 63 KVA with canopy.
In view of above mentioned facts, recommendations may be sent to SEE, Zonal Office-I, Patiala through OCMMS that the consents may be granted to the project proponent under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 up to 30.06.2023 with suitable conditions.
