It is intimated that the industry is a car selling cum service station of Maruti four wheeler vehicles and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide no. O16LDH3CTOW2327004 & O16LDH3CTOA2326960 dated 26.03.2018, both were valid upto 31.07.2018 with usual conditions for Service and washing of Cars @ 20 Numbers/Day with discharge of trade effluent @ 5.2 KLD onto land for plantation after treatment through ETP.
Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents i.e. C.A certificate, analysis report from Board’s approved lab, lease deed, memorandum, copy of registry, drawings of ETP, feasibility report, compliance of previous consent conditions, building plan. The industry has deposited consent fee, which is adequate upto 31.12.2025 under both acts.
The industry was visited by AEE of this office on 16.08.2018 and observed as under:-
1. The industry is engaged in the sale cum service station of Maruti four wheeler vehicles and was in operation.
2. The industry has installed paint booth and provided duct along with adequate height.
3. The industry is washing 25 no. of vehicles on and average basis per day as informed by the representative.
4. The industry has installed ETP for the treatment of waste water generating from the washing section and was in operation. The ETP consist of Bar screen, oil and grease trap, collection tank, flocculate, tube settler, filter, final outlet.
5. The industry has provided water meter at the outlet of ETP and the treated effluent is being discharged onto land for plantation.
6. The industry has submitted effluent sampling analysis report from Board’s approved lab i.e. M/s SIMA Lab and as per analysis report the parameters are within the prescribed limits of the Board.
7. The industry is maintaining the record of treated effluent and using chemical for the treatment of waste water.
8. The service station has installed one no. DG set of capacity 62.5 equipped with canopy along with adequate stack height.
9. The industry has already submitted approved building plan from the approved architect of director of factory Punjab.
10. The industry has already submitted area classification certificate which shows that the industry is situated in Industrial Mix Zone.
As per Board's order no. 21 dated 08.06.2018, it has been decided that the existing industrial units/ other establishments which were established before the notification of the master plan of the respective cities shall be allowed “consents/extension under the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and authorization under the provisions of Hazardous Waste Management Rules, 2016 for a period of 15 years from the date of the notification of master plan alter taking the concrete documentary proof regarding the date of commissioning of such units. No separate approval from local bodies/other authorities is required to be obtained.
In view of the above it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.08.2023 with usual conditions and special conditions that the industry shall get its effluent samples analyzed from Board’s lab within 2 months.
