The industry was granted consent to operate under water Act, 1974 & Air Act, 1981 vide nos. CTOW/Fresh/MNS/2017/5108106 & CTOA/Fresh/MNS/2017/5108073 dt. 13.02.2017, with validity upto 30.09.2021 under both the acts, with certain conditions mentioned therein.
The industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 17.08.2018 for operation of rice sheller unit of raw rice / sorted rice of capacity 4 TPH with dryer, as the industry has installed dryer furnace and increased the capacity of rice sheller unit.
The industry has submitted NOC certificate from Nagar Panchayat, Bhikhi vide letter no. 1179 dt. 16.08.2018 in regard that industry premises is outside the limit of the Nagar Panchayat, Bhikhi.
To verify the compliance, the industry was visited by AEE of this office on 22.08.2018 and it was observed as under –
• The industry was not in operation due to paddy off season.
• The industry has already installed cyclones as APCD’s in the shelling section as well as in the dryer section to contain the process emissions and the same were in line/operationable conditions with all dust emitting points connected to the APCD’s
• The industry has provided stacks of adequate height with the APCD’s and provisions to facilitate air emission sampling.
• The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
• The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further wind screen of MS of 5’ height has been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation.
• The industry has made adequate plantation along its boundary wall.
From the above it is clear that the site of the industry is suitable for expansion and the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt.15.10.2013
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller to manufacture raw rice / sorted rice @ 4.0 TPH with dryer for a period upto 30.09.2023, subject to the specific conditions as under: -
1. The industry shall install adequate air pollution control devices to achieve the present air emissions discharge standards prescribed by the MoEF vide notification no.G.S.R.152(E) dt. 16th March, 2012.
2. The industry will submit the analysis report of process emissions of all stacks from Board’s lab with one month after re-commissioning of unit for coming paddy season 2018-19. |
