File Note: It is submitted that the subject cited industry is small scale orange category unit engaged in the manufacturing of raw rice @ 2.0 TPH. The industry was granted consent to operate under Water Act, 1974 vide no. RO/SGR/WPC/2010/F-1069 dated 29/10/2010 and the Air Act, 1981 vide no. RO/SGR/APC/2010/F-1632 dated 29/10/2010, both valid upto 30/06/2018 for operation of rice shelling unit to manufacture raw rice @ 2.0 TPH by processing paddy @ 3.0 TPH as raw material, subject to certain conditions mentioned therein. Now, the industry has applied for varied consent to operate under the Water Act, 1974 & the Air Act, 1981 for the manufacturing of sorted raw rice @ 2.0 TPH (without dryer). The industry has submitted copy of invoice for purchase of sortex machinery dated 28/10/2015 and has deposited requisite consent fee Water Act, 1974 & Air Act, 1981. To verify the facts, the industry was visited by undersigned on 16/07/2018 and it was observed as under: 1. The industry was not in operation, due to off season. 2. The industry has installed sortex machinery in its premises. 3. The industry has covered all the processing sheds. 4. The industry has provided brick road from main gate of the industry to the rice room for the movements of vehicles. 5. The industry has provided cyclone as APCD with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone. 6. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. 7. The industry has provided jalli of height 5’ above the brick wall infront of rice husk discharge point. 8. The industry has no source of trade effluent generation and only domestic effluent was being discharged onto land for plantation after passing through septic tank. 9. The industry has deposited Rs. 24,00/- vide R.No. 53/4733 dated 22/06/2018 & Rs. 6,00/- vide R.No. 34/4734 dated 02/07/2018 as NOC regularization fee, against the cost of sortex machinery of Rs. 30.80 lacs, Rs. 47,000/- vide R.No. 52/4733 dated 22/06/2018 & Rs. 9,000/- vide R.No. 33/4734 dated 02/07/2018 as Water consent fee and Rs. 47,000/- vide R.No. 51/4733 dated 22/06/2018 & Rs. 9,000/- vide R.No. 32/4734 dated 02/07/2018 as Air consent fee against the fixed assets of Rs. 84.93 lacs, which is adequate upto 30/09/2027. The industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The industry is complying with the consent conditions earlier granted to it as well as complying with the provisions of said Acts. Further, as per the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013, it has been mentioned that the sortex machine is permitted to be installed in the existing rice shelling units irrespective of siting guidelines, provided they have obtained consent to operate under the Water Act, 1974 & the Air Act, 1981 and there is no increase in the consented capacity and pollution load. As per office order No. 461 dated 31/12/2013, the competency for grant of consents to the rice shellers and saila plants lies with the Environmental Engineer of the Regional Office. Keeping above in view above mentioned facts, it is, therefore, recommended that fresh consent to operate under the Water Act, 1974 may be granted to the industry upto 30/09/2027 and renewal of the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30/09/2019 for the production of sortex raw rice @ 2.0 TPH by processing paddy @ 3.0 TPH subject to the suitable conditions as per the policy of the Board and following additional conditions: - 1. The rice sheller shall ensure the compliance of code of practice laid down by Govt. order no. 10/48/2004-STE (4) /932 dated. 15/10/2013at all the times in true letter & spirit. 2. The rice sheller shall get its stack emission sample analyzed from Board / Board's approved private lab in the coming season after commissioning of the unit and thereafter shall submit the analysis report to the Board. 3. The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for next paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit. 4. The industry shall provide rotary valve below the cyclone for removal of particulate matter contained by the APCD and sampling arrangements along with the stack attached to the APCD within 15 days and submit compliance in this regard to the Board immediately thereafter. 5. The industry shall not generate and discharge any kind of trade effluent from its process, only domestic effluent will be discharged onto land for plantation after passing through septic tank. 6. The industry shall comply with the guidelines issued by CGWA from time to time. 7. The industry shall be bound to achieve the emissions standards laid down by the Board and amended from time to time.
