The industry was granted consents to operate under the Water Act, 1974 and Air Act, 1981 for operation of rice sheller unit to manufacture raw rice @ 48 TPD (2 TPH) without dryer or sortex machine vide nos. WPC/FDK/3/42/F-37 and vide no. APC/FDK/3/48/F-123, both dated 03.10.2003 respectively, both of which are valid up to 02.10.2018.
Emission sample was collected from the stack of the APCD installed with the shelling section of the industry by Officers of the Board on 24.02.2016 and as per the analysis report, the concentration of particulate matter is within the prescribed limits of the Board.
Now, the industry has applied for varied consent to operate for manufacture of raw rice @ 2 TPH with sortex machine, but without dryer under the said Acts as it has installed a sortex machine in its premises in the FY 2016-17 through OCMMS on 31.07.2018 along with requisite documents.
The industry was visited on 09.08.2018 and it was observed as under –
• The industry was not in operation due to off-season. The industry has installed a sortex machine in its premises.
• The industry has installed one shelling section and has provided a cyclone separator as APCD with it to contain the process emissions and the same was in line with all dust emitting points connected to this APCD.
• The industry has provided stack of adequate height with the APCD and provisions to facilitate emission sampling.
• The industry has provided brick wall of height 15’ and length 70’ around the rice husk storage area.
• The industry has made plantation along its boundary wall.
• The industry has provided septic tank for treatment of domestic effluent and provision has been made to discharge the treated effluent onto land for plantation / irrigation after treating in septic tank.
• The industry has provided brick paved road inside the premises for the control of dust emissions.
• The industry submitted that earlier lease agreement of the land of the rice sheller unit has expired and the new lease agreement is yet to be done. However, the industry submitted new lease agreement dated 21.08.2018, which is valid for 15 years.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Recommendations: -
Keeping in view of above, it is recommended that varied consent to operate under Water Act, 1974 and Air Act, 1981 may be granted to the industry for a period up to 30.09.2022 for operation of rice sheller unit to manufacture raw rice @ 2 TPH along with sortex machine but without dryer subject to the suitable conditions.
