File Note: It is submitted that the industry was earlier granted consent to operate under Water Act, 1974 vide no. RO/SGR/WPC/2014/F dated 17/12/2014 & the renewal of consent to operate under Air Act, 1981 vide no. RO/SGR/APC/62 dated 11/12/2000, both valid upto 30/06/2019 for operation of rice sheller unit of capacity 1.0 TPH to produce raw rice (without dryer), subject to certain conditions mentioned therein. Now, the industry has applied NOC for expansion under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 of rice sheller unit by installing additional machinery to produce Sorted raw rice @ 2.0 TPH without dryer in its existing premises at Rajgarh Road, Dhanaula, Tehsil & District Barnala, the industry has submitted written reply on 16/08/2018 due to clerical mistake, they have applied for Sorted raw rice @ 2.0 TPH instead applying for raw rice (without dryer) @ 2.0 TPH by using paddy @ 3.0 TPH as raw material and requested to consider the application of the industry for NOC expansion of rice sheller unit to produce raw rice (without dryer) @ 2.0 TPH (Copy attached). The industry has deposited of Rs. 600/- V.R. No 24/4792 dated 07/08/2018 for the expansion project cost of Rs. 3.75 lacs, which is adequate for one year. The industry has proposed to install Bag filter as APCD for shelling section. In this regard the industry has submitted feasibility report from M/s Laj Engineering corp., Barnala. The Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 has notified siting guidelines for new/existing rice sheller unit, which is reproduced as under for any expansion/modernization in the existing rice sheller unit. “All the rice mills / saila plants located outside the Municipal limits of towns and cities and in the designated areas within the cities established with NOC of Punjab Pollution Control Board will be allowed to expand / modernize within their existing premises if pollution load of exiting unit has been effectively taken care of by the industry and no specific approval of District Town Planner will be required.” The industry has submitted certificate from Executive Officer, Municipal Council, Dhanaula bearing no. 416 dated 20/08/2018 to the name of M/s Mahesh Rice Mills, Rajgarh Road, Dhanaula that khasra no. 138//7(8-0), 8(8-0), 13/1(7-7), 14/1(6-18) are located outside the Municipal limits of Dhanaula. (Copy attached) To verify the compliance of consent conditions earlier granted to the industry & the code of practice, the industry was visited by undersigned on 16/08/2018 and it was observed as under:- 1. The industry was not in operation. The work for installation of additional machinery to increase in production capacity was under progress in its existing premises 2. The industry has covered all the processing sheds. 3. The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles. 4. The industry has provided cyclone as APCD along with stack of adequate height to control the process emission from shelling section. All the dust emitting points were connected to the cyclone. 5. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point and has has provided jalli of 5 feet height above the brick wall in front of the discharge point of rice husk area. 6. The industry has no source of trade effluent generation and the industry has provided septic tank for treatment of domestic effluent to be generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank. 7. The site of rice sheller unit is located outside the Municipal Limit of Dhanaula. As such, the site of rice sheller unit is suitable for expansion for installation of additional machinery, as per notification dated 15/10/2013. 8. The industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 and conditions of consent earlier granted to it under the provisions of the Water Act, 1974 & the Air Act, 1981. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office. Keeping in view of above, it is recommended that consent to establish (NOC) for expansion may be granted to the industry for installation for production of raw rice @ 2 TPH without dryer in its existing premises, subject to the suitable conditions and special following conditions:- 1. The industry will obtain permission to abstract ground water as per guidelines issued by Central Ground Water Authority(CGWA). 2. The industry shall not generate and discharge any kind of trade effluent from its process, only domestic effluent will be discharged onto land for plantation after passing through septic tank. 3. The industry shall not install dryer, saila plant, boiler furnace or DG set in its premises, without prior written permission of the Board. 4. The industry shall get the performance of APCD monitored from Board's lab within one month from its commissioning in the coming season and shall submit the analysis report to the Board were in 07 days, thereafter. 5. The industry shall upgrade/install its Air Pollution Control Device as per feasibility report submitted by it. 6. The industry shall compliance with the code of practice laid down by Govt. order no. 10/48/2004-STE (4) /932 dated 15/10/2013 at all the times in true letter &spirit. 7. The industry shall be bound to achieve stack emission standards laid down by the CPCB and amended from time to time. 8. The industry shall not carry out any addition in the land area, for the proposed expansion of the unit. 9. The industry will submit revised building plan for the construction of new building in the premises for the proposed expansion of the unit.
