It is submitted that earlier, the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 were granted to the industry, which were valid up to 30/06/2018.
Now, the industry has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 under the new Name & Style of M/s Narula Buildwell (P) Ltd., Village- Khankot, G.T. Road, Distt- Amritsar instead of the previously name M/s Daljit Singh & Bros., Village- Khankot, G.T. Road, Distt- Amritsar. The industry has submitted a dissolution of earlier partnership deed and submitted Memorandum of Article of Association in the name & style of M/s Narula Buildwell (P) Ltd. in which Sh. Parminder Singh the applicant is one of the share holder. The industry has deposited Rs. 12,000/- vide R.No. 90/4571 dtd 05/07/2018 under Water Act, 1974 & Rs. 12,000/- vide R.No. 89/4571 dtd 05/07/2018 under Air Act, 1981, which is adequate up to 30/06/2023. The industry has also deposited Rs. 500/- vide R.No. 88/4571 dtd 05/07/2018 as an application form fee. The hot mix plant has got analyzed its air emission sample from M/s Industrial Testing Lab & Consulting House, dtd 27/6/2018, which is an authorized lab of the Board and the analyzed parameters i.e. particulate matter 101 mg/Nm3 is within limits as prescribed by the Board. The Hot mix plant was visited by officer of this office on 27/08/2018 and observed as under:-
1. The industry is a hot mix plant and was not in operation at the time of visit.
2. The hot mix plant is equipped with multi-cyclone followed by wet scrubber as an APCD, a chimney of height 30 ft. approx. was provided to the APCD with adequate sampling arrangements.
3. The unit has provided bitumen heaters (02 nos.) with the provision of separate chimneys of height 10 ft above the top of the heating containers.
4. The unit has provided re-circulation tank with pump motor fitted over it for the re-circulation of scrubbed water.
5. A control panel is installed for the operation of the HMP.
6. The unit has stabilized its vehicle movement area with gravel/coarse aggregate etc. within the premises.
7. The approach road to the hot mix plant is premix carpeted.
8. The unit has planted saplings all around the boundary and representative also told to plant new saplings.
9. The unit has made arrangement for the water sprinkling through the flexible pipe.
10. The unit has provided a D.G. Set of capacity 125 KVA which is fitted with canopy.
May if approved & in view of above, the application may be send to Zonal Office, Amritsar with recommendations that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted up to 30/06/2023 with the condition that the industry will got analyzed its air emission from the Board’s Lab within one month from the issuance of the consent.
