File Note: It is submitted that the marriage palace was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. ZP-II/SGR/WPC/2013-18/F-586 dated 18/12/2013 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. ZP-II/SGR/APC/2013-18/F-474 dated 18/12/2013, both valid upto 30.09.2018, subject to certain conditions as mentioned therein. Also, the promoter had submitted bank guarantee amounting to Rs. 1.0 lacs bearing no. 0419ILG001213 dated 12/08/2013 valid upto 11/08/2018 as an assurance to comply with the provisions of the Water Act, 1974 and the decisions of personal hearing held on 26/07/2013, which was returned in original after approval of the Competent Authority vide this office letter no. 4348 dated 21/08/2018. Also, vide ZO-II, Patiala office letter no. 3275 dated 01/08/2018, this office has been asked to comment in detail regarding area of land available for disposal of treated effluent for irrigation/plantation purposes alongwith adequacy of the same and whether the marriage palace is having any outlet for discharging its effluent into drain or not. The marriage palace should also be asked to apply for renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 as the same are going to expire on 30/09/2018. Now, the marriage palace has submitted application for renewal of consent to operate under both the acts. The marriage palace was visited by AEE on 23/08/2018 and it was observed that no function was going on in the marriage palace. During visit, it was observed that the project proponent has provided Oil & Grease trap followed by septic tank for treatment of effluent arising from kitchen section and effluent generated from washrooms / toilets. The treated domestic effluent is utilized onto land for plantation purposes along the boundary wall as well as in the green parks in an area measuring approx. 01 acre, which is adequate to utilize the treated domestic effluent. The marriage palace has provided 3 no. DG sets of capacity 125 KVA each equipped with canopy and adequate stack height. The kitchen waste generated during the functions is being lifted to piggery farms by the marriage palace. During visit, it was observed that the marriage palace has not provided any outlet for discharging its effluent into drain. The marriage palace is complying with the conditions imposed in the consents granted to it under both the Acts. It is, therefore, recommended that renewal of consents to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the marriage palace upto 30/09/2027 subject to suitable conditions and following additional conditions: 1. The project proponent will obtain permission for abstraction of ground water as per guidelines issued by the Central Ground Water Authority.¬ 2. The project proponent shall comply with the provisions of Solid Waste Manangement Rules, 2016. 3. The project proponent shall comply with the provisions of Noise pollution (regulation & control) Rules 2000. 4. The project proponent shall ensure compliance to the comprehensive guidelines for the regulation of Noise/Sound Pollution caused by the use of loud speaker/public address system etc issued vide PB.Govt. , Deptt. SSTE notification no. 3/100/2013-STP (4)/145 dated 26/02/2014.
