It is submitted that the industry was granted ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Rice Bran oil @ 30 MTD, DRB @ 150 MTD, Sunflower Extraction and DOC @ 65 MTD, Sunflower Oil @ 35 MTD, Non Edible Oil @ 16 MTD & Residue @ 4 MTD, which are valid upto 30/06/2019.
Now, the industry has applied for NOC expansion for increase in production of rice bran oil and to install glycerin manufacturing unit in its existing premises (i.e. plot no. B-3, 4 & 5) and plot nos. B-6 & 7, which have been taken on lease by the industry from M/s Jeet Rai and Sons.
As per project report submitted by the industry for glycerin manufacturing unit, there will be no generation of trade effluent. The industry has proposed to install a new boiler of capacity 12 TPH and dismantle the existing boiler of capacity 6 TPH. The industry has submitted feasibility report for installation of new boiler of capacity 12 TPH and will use rice husk/bio-fuels @ 40 MTD as fuel. The industry has proposed to install cyclone separator followed by bag filter house or wet scrubber as APCD.
Further, there will be generation of HW of category 5.1 @ 0.2 KL/Annum from the servicing of DG sets and category 36.1 i.e. spent earth @ 25 kg/day from process residue.
Also the industry will be generating solid waste i.e. material organic non-glycerin @ 2.5 kg/d and will be disposed of to the registered recyclers.
The site of industry was visited by AEE of this office on 31/08/2018 and it was observed as under:
1. The industry was not in operation due to off season.
2. The industry has started erection work of distillation column of glycerin manufacturing unit in Plot no. B-3, 4 and 5. The industry has also started civil construction work of boiler of capacity 12 TPH in Plot no. B-6 & 7. The representative of the industry informed that only new boiler will be installed in plot no. B-6 & 7 and all the remaining machinery of glycerin manufacturing unit and rice bran oil manufacturing unit will be installed in Plot no. B-3, 4 and 5.
3. The site of industry is located in designated industrial focal point and is suitable for expansion.
4. The industry proposed to install two more DG sets, one of capacity 750 KVA and another of 320 KVA.
In view of above, may if approved, it is recommended that the industry may be granted consent to establish (NOC) expansion for establishment of glycerin manufacturing unit and increase in capacity of rice bran oil for period of one year subject to suitable conditions.
