File Note: Discussed with worthy CEE on 6/9/2018. The legal opinion has been received from Sh. Amrik Singh, SLO (copy of noting attached), which may kindly be perused. As per his opinion, the conversion of Group of Housing Scheme to a Hostel is a violation that falls under the purview of the authority, which has approved the building plans of the project. If there is any violation with regard to building bye laws, the concerned authority may take action against the project proponent. The Board may brought this violation to the notice of the Authority concerned. Further, the project proponent has increased its wastewater generation from 39 KLD to 58.5 KLD. The project proponent is already having STP of capacity 40 KLD and has now installed addition STP of capacity 60 KLD, totaling to 100 KLD, which is adequate for total wastewater discharge. As per agenda note of AEE, RO, SAS Nagar, the project proponent has also made adequate arrangements for the discharge of treated wastewater onto land for plantation within the project site and onto adjoining agriculture fields for irrigation purposes. The remaining quantity of treated wastewater is being discharged into sewer. If approved, following action may be taken: 1) EE, RO, SAS Nagar may be requested to inform that whether the project proponent may carry out any extension or addition or a new or altered outlet at this site. EE, RO, SAS Nagar may also be requested to inform the status of agreement, if any, made between institute and adjoining farmers for the utilization of treated wastewater into fields. 2) PUDA may be requested to take action as per their building bye laws.
