File Note: It is submitted that earlier the rice shelling unit was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. 331 dated 22.01.2015 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. 333 dated 22.01.2015 both of which were valid upto 30.06.2018 subject to the suitable conditions mentioned therein for process of paddy @ 1 TPH for production of rice @ 0.65 TPH. Now, the industry has applied for obtaining varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for process of paddy @ 2 TPH for production of rice & rice bran @ 1.35 TPH. The industry has deposited Rs. 18,500/- vide R. No. 8/4614 dated 11.06.2018 which is adequate for NOC regularization fee and under the Air (Prevention & Control of Pollution) Act, 1981 and under the Water (Prevention & Control of Pollution) Act, 1974 upto 30.09.2023. Accordingly, the site of the unit was visited by the AEE of this office on 06.09.2018 and during visit, Sh. Harinder Singh, Partner was contacted. During visit, it was observed as under:- 1. The rice sheller unit was not in operation during visit. 2. The industry is carrying out repair work of the machinery at the site. 3. The industry has provided cyclone separator as APCD to control the emissions generated from the industry. Further, the APCD is also provided with the sampling arrangement. 4. The industry has provided brick wall of 10 ft and wind screen of 5 ft which was under repair, for containing the husk generated by the industry. 5. Further, the industry has stabilized the movement area of vehicles with the bricks. 6. The industry has installed water meter at the source of water supply and reading of the same was noted as 2.8 KLD. 7. The industry generates domestic effluent from the office area and labour quarters, both are being provided with separate septic tanks for the treatment of domestic effluent. Both of which were under construction during visit. 8. The industry has provided trees on one side of the boundary and fresh saplings of trees on the other side of the boundary. 9. The industry has submitted analysis report of the stack emissions from the Head Office Laboratory collected by Regional Office on 28.02.2017 and the results of which are tabulated in the note attached herewith. From above, it is clear that the analysis result of Particulate Matter is within the prescribed limit of 750 (mg/Nm3) as per guidelines of the Board. Further, the industry has submitted undertaking to the code of practice and compliance report of the previous consent granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 along with the other requisite documents. In view of above, may if approved, it is recommended that varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2023 along with the suitable conditions and additional condition that the industry shall submit an undertaking to the code of practice before the coming season’2018 after the repair and construction activities are accomplished in the premises of the industry.
