File Note: It is intimated that the industry is a small scale red category unit and is entered in the inventory of this office at serial no. LDH-3/CON/0258. The industry was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2018/7358850 dated 25.04.2018, valid upto 31.08.2018 with condition that:- 1. The industry shall shift its unit to the designated area as per the provisions laid down under the notified Master Plan of Ludhiana or when asked by the Government/Punjab Pollution Control Board. 2. The industry will not provide any Submersible Pump and shall use only municipal supply as source of water consumption. Earlier, the industry has submitted a bank guarantee of Rs. 20,000/- as an assurance to comply with Pollution Control Laws which is valid upto 09.04.2019 Now, the industry has applied for renewal consent of the Board under Water (Prevention & Control of Pollution) Act, 1974 along with consent fee upto 31.03.2023 with compliance report of previous granted consent under Water (Prevention &Control of Pollution) Act, 1974, Copy of Agreement with M/s JBR facility and latest C.A. certificate. The industry was visited by JEE of this office on 07.09.2018 and observed that:- 1. The industry was in operation during visit. 2. The industry is engaged in the process of electroplating of cycle/Hardware parts on Job Basis. 3. The industry has installed 01 no. nickel plating, 01 no. chrome tank, 04 no. caustic drums in the premises. 4. The industry has made agreement with M/s JBR Tech. Pvt. Ltd., Unit – 1 (CETP), for lifting of effluent @ 2000 Ltr/month. 5. The industry has provided water meter at the source of water supply attached to plating section and noted reading as 0256.45 KL during visit. 6. The industry has provided 02 no. plastic storage tanks of capacity 500 ltrs each for storage of trade effluent (Total 1000ltr). 7. The industry has submitted the record of water consumption/effluent lifted for the last six months, as per the record maintained by the industry has consumed fresh water @14370 and lifted its trade effluent @ 10000ltrs to the facility from the period of Mar, 2018 to August, 2018, hence the industry is lifted average @1667 trs per month. The fresh water consumption and effluent generation is almost in proportion assuming evaporation losses. 8. The industry is complying with the previous conditions of consent granted to under Water (Prevention & Control of Pollution) Act, 1974. As per Board's order no. 21 dated 08.06.2018, it has been decided that the existing industrial units/ other establishments which were established before the notification of the master plan of the respective cities shall be allowed “consents/extension under the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and authorization under the provisions of Hazardous Waste Management Rules, 2016 for a period of 15 years from the date of the notification of master plan alter taking the concrete documentary proof regarding the date of commissioning of such units. No separate approval from local bodies/other authorities is required to be obtained. Keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 granted upto 31.03.2023 with suitable terms and conditions, please.
