It is intimated that the industry is small scale rice sheller unit. It was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. LDH-III/WPC/2013-14/V-431 dated 28.04.2013 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. LDH-III/APC/2013-14/V-670 dated 28.04.2013, upto 30.06.2018 with special condition that the industry will comply with all the conditions/provisions and amendment in code of practice prescribed for such type of industries vide Punjab Govt. notification dated 15.10.2013.
Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents through OCMMS. The industry has deposited Rs. 24,675/- vide UTR No. SDL36630184 dated 18.08.2018 under Water Act, 1974 & Rs. 24,675/- vide UTR No. SDL36629727 dated 18.08.2018 under Air Act, 1981, which is adequate upto 30.09.2023. The industry has replaced some old machinery with new one which is non-polluting nature. The industry has submitted Rs. 1500/- vide UTR No. SDL36630184 dated 18.08.2018 as NOC regularization fee, which is adequate.
Accordingly, the industry was visited on 10.09.2018 by Er. Ravdeep Singh, AEE of this office and it was observed that the industry has installed 02 De-husking section with cyclone separator as APCDs. The industry has installed drier and provided cyclone separator as APCD. The industry has stablized entire vehicle movement area from the main gate to rice room and rice husk storage room. The industry has also provided length of discharge pipe of husk approx. 3’ and outer dia of pipe is 15”. The industry has developed plantation area at the backside. No husk was available at the site during visit. The industry has connected all the dust emitting points with the I.D fan of APCD in machinery room. The industry is complying with present code of practice framed for rice shellers. The industry is not discharging any trade effluent; only domestic effluent is being discharged onto land for plantation after passing through septic tank. The industry is complying with the conditions of the consents granted to it.
It is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.09.2023 with suitable conditions and with special conditions that the industry will comply with all the conditions/provisions and amendment in code of practice prescribed for such type of industries by the Board from time to time. |
