Earlier, the industry was granted Consent to Establish under the provisions of Water Act, 1974 & Air Act, 1981, valid upto 13.06.2019 for Premix for metalled road @ 90 TPH. Now, the industry has applied for consent to operate under the Water Act, 1974 and Air Act, 1981. As per the report of RO, the industry was not in operation. The unit is yet to be commissioned. The industry has submitted DTP certificate, Ludhiana letter vide no. 1238 dated 18.05.2018 mentioning the as per agreement submitted, the permission is given to hot mix plant for 5 years (2023). In view of the above, if approved, consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 may be granted to the industry upto 30-09-2022 with usual conditions and special conditions that :-
1. The industry shall get its air emission samples analyzed from Board’s lab within two month after the commissioning of the unit and submit the requisite sample testing fees, within 15 days.
2) The hot mix plant can operate in the present premises only for 5 years as prescribed in the DTP letter dated 18-05-2018.
3) The hot mix plant shall comply with the sitting guidelines and will established in those khasra numbers/site for which suitability of site has been confirmed by the revenue authorities/DTP.
4) The hot mix plant shall comply with the complete code of practice prescribed for the hot mix plant. 5) The industry will obtain the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). In absence of obtaining of permission, the operation of the industry is entirely at its risk and cost and the Board will not be responsible for any loss, in case the CGWA will prohibit the abstraction/use of water on account of non-obtaining of such permission.
6) The industry shall provide adequate arrangement for fire-fighting and against any accidental leakage/discharge of any air pollutant/gas/ liquids from the vessels, mechanical equipment's etc, which are likely to cause environmental pollution. The industry to obtain necessary permissions from the concerned authorities like Municipal Corporation, Ludhiana and Deptt. of Labour/Director of Factories, Punjab with respect to the above safety measures.
