The industry was granted consent to establish/NOC vide no. CTE/Fresh/MNS/2017/6088706 dt 18.08.2017 for establishment of rice sheller unit of capacity 2 TPH of raw rice /sorted rice with dryer, subject to the conditions mentioned therein.
The industry was served with SCN vide this office letter no. 4711 dt. 02.11.2017 as the industry was in operation without valid consents of the Board. Further, the industry was given an opportunity of personal hearing before the EE, RO, Bathinda on 07.03.2018 vide this office letter no. 909 dt. 26.02.2018 as the industry has failed to apply for consent to operate under Water Act, 1974 & Air Act, 1981 in this office till date. No one from the industry attended the said hearing, however, the industry was applied for fresh consents to operate under Water Act, 1974 & Air Act, 1981 of capacity 2 TPH of raw rice / sorted rice with / without dryer.
The industry was visited by officer of the Board on 06.04.2018 and some shortcomings were observed, accordingly consent application of the industry under Water Act, 1974 & Air Act, 1981 were refused.
The industry has again applied for obtaining consents to operate of the Board under Water Act, 1974 & Air Act, 1981 for the production of raw rice / sorted rice @ 2 TPH without dryer, under the Orange category as per the prevailing policy.
The industry was visited by AEE of this office on 16.09.2018 and it was observed as under –
• The industry was not in operation due to paddy off season.
• The industry has installed cyclones as APCD in shelling section to contain the process emissions and the same was in line/operationable condition with all dust emitting points connected to the APCD.
• The industry has provided stack of adequate height with the APCD and provision to facilitate emission sampling.
• The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
• The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further wind screen of MS of 5’ height has been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation.
• The industry has made plantation along its boundary wall.
From the it is clear that the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt.15.10.2013.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller to manufacture raw rice / sorted rice @ 2 TPH without dryer for a period upto 30.09.2021, subject to the suitable conditions |
