The industry was granted consent to establish/NOC vide no. CTE/Fresh/MNS/2017/6110535 dt 12.08.2017 for establishment of rice sheller unit of capacity 2 TPH of raw rice /sorted rice without dryer, subject to the conditions mentioned therein.
The industry was served with SCN vide this office letter no. 4701 dt. 02.11.2017 as the industry was in operation without valid consents of the Board. The industry was visited on 17.01.2018 and 1 no. air emission sample was collected and analysis report reveals that conc. of PM is 772 mg/Nm3, which is beyond the permissible limits as prescribed by the Board. Further, the industry was given an opportunity of personal hearing before the EE, RO, Bathinda on 14.03.2018 vide this office letter no. 1017 dt. 01.03.2018. However, the industry was failed to attend the personal hearing.
Further, the industry was again given an opportunity of personal hearing before the EE, RO, Bathinda on 30.04.2018 vide this office letter no. 3026 dt. 16.04.2018. During hearing it was decided that the industry will apply for consents within 7 days alongwith requisite documents and AEE will process the applications on the merit.
Now, the industry has applied for fresh consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 01.09.2018 for operation of rice sheller unit of capacity 2 TPH of raw rice /sorted rice without dryer under the Orange category as per the prevailing policy.
The industry was visited by AEE of this office on 12.09.2018 and it was observed as under –
1. The industry was not in operation due to paddy off season.
2. From the site conditions, it was clear that rice sheller was being operated in the last paddy season without obtaining consents to operate of the Board.
3. The industry has installed cyclone as APCD as per completion drawing submitted with shelling section to contain the process emissions and the same was in line/operationable condition with all dust emitting points connected to the APCD.
4. The industry has provided stacks of adequate height with the APCDs and provisions to facilitate emission sampling.
5. The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
6. The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area, further wind screen MS of 5’ feet has not been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
7. The industry has made adequate plantation along its boundary wall.
8. Representative of the industry informed that due to some technical reason, our emission sample collected on 17.01.2018 got failed, now, technical fault has been removed.
From the above it is clear that now, the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt.15.10.2013.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller to manufacture raw rice / sorted rice @ 2 TPH without dryer for a period upto 30.09.2019, subject to the suitable conditions alongwith that
1. The industry shall install adequate air pollution control devices to achieve the present air emissions discharge standards prescribed by the MoEF vide notification no.G.S.R.152(E) dt. 16th March, 2012.
2. The industry will submit the analysis report of process emissions of stack from Board’s lab within one month after re-commissioning of unit for coming paddy season 2018-19. |
