It is submitted that point wise reply of the clarification raised by ZO, Bathinda is as under: -
1. The rice sheller has submitted a certificate from M.C. Budhlada vide their no. 2193 dt. 12.09.2018 that site of the rice sheller is outside of the MC limit. As such site is suitable for the installation of dryer in its premises.
2. The rice sheller is carried out its expansion for production of raw rice/ sorted rice from 2 TPH to 5 TPH with dryer and applied for obtaining consent to operate of the Board under Water Act, 1974 & Air Act, 1981. As elaborated above site is suitable for expansion as per notification dt. 15.10.2013 for rice shellers.
3. At the time of obtaining the NOC of the Board the industry has submitted project cost of Rs. 147.21 Lacs and accordingly NOC fee was deposited. During obtaining consent to operate of the Board the industry has submitted CA certificate amounting Rs. 147.71 Lac including the cost of additional machinery and now, deposited Rs. 600/- vide R.No. 12/4804 dt. 24.09.2018 as NOC regularization fee.
4. Detail of machinery installed is attached.
Keeping in view of above, if approved, case may be send to Zonal Office Bathinda with recommendations that: -
1. Directions u/s 31-A of Air Act, 1981 issued to the industry may be dropped.
2. Consents to operate under Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller to manufacture raw rice / sorted rice @ 5.0 TPH with dryer for a period upto 30.09.2019, subject to the suitable conditions.
3. The industry will submit the analysis report of process emissions of stack from Board’s lab within one
month after re-commissioning of unit for coming paddy season 2018-19. |
