File Note:  The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide nos. CTOW/Fresh/MKS/2017/6740033 & CTOW/Fresh/MKS/2017/6739991 dt. 22.12.2017 valid upto 30.06.2018 , for operation of rice sheller unit of capacity 2 TPH of raw rice / sorted rice with dryer, subject to the conditions mentioned therein, the electric connection of the industry has been restored temporarily upto 30.06.2018 vide Board’s letter no. 3720-23 dt. 22.12.2017 with the direction to this office to monitoring the industry as per the policy of the Board.  The industry was visited by AEE of this office alongwith JSO on 05.01.2018. During visit, one no. emission sample was collected from the porthole of the stack attached with APCD of paddy cleaner, as per analysis result the conc. of SPM was found 232 mg/NM3 which is within the limit.  The industry was again visited by AEE of this office alongwith JSO on 21.03.2018. During visit, one no. emission sample was collected from the porthole of the stack attached with APCD of shelling section, as per analysis result the conc. of SPM was found 339 mg/NM3 which is within the limit.  The above report was sent to the Zonal office vide this office letter no. 4939 dt. 22.06.2018.  Now, the industry has applied for extension in the validity of consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 2 TPH of raw rice /sorted rice with dryer under the Orange category as per the prevailing policy. The fee deposited by the industry is adequate upto 30.09.2022 under each Act.  The industry was visited by AEE of this office on 14.09.2018 and was found as under :- i. The industry was not in operation due to paddy off season and under repair for recommissioning of coming paddy season. ii. The industry has installed cyclones as APCDs with shelling section and paddy cleaner of dryer section, separately to contain the process emissions and the same were found in line with all dust emitting points connected to the APCDs. iii. The industry has provided stack of adequate height with the APCD of the shelling section alongwith provisions to facilitate emission sampling. iv. The industy has made plantation along the boundary wall. v. The industry has provided septic tanks for treatment of domestic effluent with provision to discharge onto land for plantation. vi. The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area, further wind screen of height of 5 ft. on the wall has been provided. vii. The industry has provided brick paved roads inside the premises  The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed for rice sheller industries. Recommendations: It is recommended that the validty of consent to operate granted under the Water Act, 1974 and Air Act, 1981 may be extended upto 30.09.2022 with suitable conditions and electric connection of the industry may be restored permanently.
