File Note: In this regard, it is intimated that the PSPCL authorities were issued directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 for restoration of electric connection to the subject cited institute upto 30/9/2018 alongwith directions to this office to collect the effluent samples of the institute. Now, the institute has applied for renewal of 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and thea Air (Prevention & Control of Pollution) Act, 1981. Accordingly, the institute was visited by the undersigned on 25/09/2018 and contacted Sh. S.P. Jindal, Principal of the institute. During visit, it was observed as under: The unit is an educational institute and is operational. However, institute was observing holiday. There are 170 hostlers, 532 day scholars and 100 staff members in the institute. One tubewell is installed as source of fresh water and water meter is now provided with the same. The institute has installed STP and same was in operational condition and aeration was ongoing. There was no discharge of the STP as the level in the collection tank was low. 5. The treated wastewater is used onto land for plantation / lawns. 6. The representative of institute informed that about 6.5 acres of land around the boundary of institute has been taken on lease for irrigation purpose / agricultural projects / practical. 7. The STP outlet is provided with water meter and the reading of the same is noted as 2773 Kl and the reading of separate energy meter provided with the STP is noted as 12022.2 KWh. The record is maintained by the institute. The representative of the institute informed that the water consumption is very less in the institute. From above, it is clear that the institute has attended the observations as raised by the Board and is meeting with the standards as prescribed by the Board for such discharge. In view of above, if approved, the Zonal Office-2, Patiala may be recommended as under; 1. The institute may be granted renewal of 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 upto 30.09.2019, subject to the suitable conditions. 2. The PSPCL authorities may be directed to restore the electricity connection to the institute temporarily further upto 30.09.2019. Agenda note is attached herewith please.
