The industry was granted consents to operate under the Water Act, 1974 & the Air Act, 1981 for operation of rice sheller unit without dryer vide no. R15LDH3CTOW3240935 & R15LDH3CTOA3240955 dated 16/10/2015, both expired on 30/06/2018 for processing of paddy @3.0 TPH for production of raw rice/ sorted rice @2 TPH.
Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for operation of unit of capacity 2.0 TPH of raw rice/ sorted rice without dryer through OCMMS on 17.09.2018 under Orange Category as per prevailing policy of the Board. The details of the case are as under: -
• The industry has deposited the consent fee Rs. 7500/- V R.NO. 50/4795 dated 25.09.2018 under Water Act, 1974 and Rs. 7500/- V R.NO. 51/4795 dated 25.09.2018 under Air Act, 1981, which is adequate up to 31.10.2023 under both acts against the fixed assets of Rs. 21.55 lacs as per CA certificate dated 31.03.2018.
• The industry was visited by undersigned on 25.09.2018 and it was observed as under :–
The industry was not in operation due to off season and repair work was under process.
The industry installed 01 No. shelling Section with sortex and has provided cyclone as APCD with the shelling section.
The industry has provided brick paved road for the movement of the vehicles within its premises.
The industry has also provided 12 feet high brick wall and wire mesh of 3 feet height above this wall. The length of this wall is 70 feet in front of the discharge point of husk.
The industry has provided platform and porthole with stack and stair case welding work was going on.
The industry has installed septic tank for the treatment of domestic effluent generated from the labour toilets and also provided septic tank with the office toilet.
The treated domestic effluent is being discharged onto land for plantation.
The air emission samples were collected by this office on 05.02.2018 and as per the analysis report, the parameter SPM is 398 mg/Nm3, which is within the prescribed limits of the Board.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dated 15.10.2013.
Keeping in view of above, it is recommended that renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for operation of rice sheller unit of capacity 2.0TPH of raw rice/ sorted rice without dryer may be granted upto 30.09.2023 with suitable terms and conditions and special condition that
1. The industry shall analyze its air emission samples from Board’s lab, failing to achieve the prescribed standards, Board shall reserve the right to revoke the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981.
