Kindly peruse the note page of AEE & Environmental Engineer of Regional Office, Fatehgarh Sahib. It is pertinent to mention here that Notice u/s 31- A of the Air Act, 1981 was issued to the industry vide Regional Office letter no. 1076 dated 10.07.2014 after taking approval from the Competent Authority on noting file. The industry has neither applied for renewal of consent to operate after 18.06.2012 nor operated its plant thereafter. Now, the industry has applied for renewal of consents in the office of Environmental Engineer, Regional Office, FGS for processing of paddy @ 6 TPH. In view of the recommendations of Environmental Engineer, Regional Office, Fatehgarh Sahib, if approved:
1. Action initiated against the industry under section 31- A of the Air (Prevention & Control of Pollution) Act, 1981 may be dropped.
2. Consent to operate of the Board u/s 21 of the Air Act, 1981 may be granted to the industry upto 30.09.2019 with standards conditions (auto generated) and following special conditions:
a) This consent is valid for manufacturing of Raw rice @ 4.0 TPH, Rice Husk @ 1.32 TPH, Rice Bran @ 0.3 TPH, Phuck @ 0.06 TPH by using Paddy @ 6.0 TPH as raw material.
b) The industry shall upgrade its APCD for achieving the emission standards as prescribed by the Board.
c) The adequacy and efficacy of the Air Pollution Control Device (APCD) will be the entire responsibility of the industry.
d) The industry shall maintain and operate its Air Pollution Control Device (APCD) regularly and efficiently, so as to achieve the air emission standards, consistently.
e) The industry shall intimate about the restart of its industrial operation to the Board so that stacks emission sampling of the industry may be carried out by the Board.
f) The industry shall maintain its already stabilized/Paved/Pucca vehicular movement area within industry/entry/exit points to suppress the dust emissions.
g) The industry shall comply with the code of practice notified by the Govt., Deptt. of Science, Technology & Environment vide order (It. 15.10.2013 as follows:-
i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director or Factories.
ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller.
iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 metres above the roof of the building.
iv) The management and handling of rice husk in the rice shelling units should be done as under:-
a) All the rice shelling units shall provide paved / brick roads / cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.
b) (i) The Industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 1 0' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.
(ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. 'The wind screen system should have a porosity of —30 0/0 to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk.
(iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15", which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length.
(iv) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The IIDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent Wind blowing of stored husk.
c) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
(d) The industry shall not be located in the High Tension Transmission Zone of Punjab State Power Corporation Limited.
h) The industry shall be bound to achieve stack emission standards laid down by the CPCB and amended from lime to lime.
i) The Industry shall upgrade/install its Air Pollution Control Device as per feasibility report submitted by it.
j) The industry shall not carry out any addition in the land area, tor the proposed expansion of the unit.
k) The industry will submit revised building plan for the construction of new building in the premises for the proposed expansion of the unit.
l) The industry shall comply with the guidelines of Town and Country Planning issued from time to time.
