It is intimated that the school was visited by the officer of this office on 06.09.2018 and observed that the school has not complying the provisions of Water Act, 9174 & Air Act, 1981 and vide letter no. 3298 dated 07.09.2018 violations notice issued to the industry
Now, the industry has applied for the consent to operate under Water Act, 1974 & Air Act, 1981 through online system alongwith requisite documents. The industry has submitted the CLU vide no. 1334 dated 05.07.2018 which stating that ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਕੇਸ ਨਾਲ ਸਬੰਧਤ ਦਸਤਾਵੇਜ਼ਾ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਵਾਚਿਆ ਗਿਆ। ਇਸ ਸਾਈਟ ਦਾ ਕੁੱਲ ਰਕਬਾ 111 ਕਨਾਲ 18 ਮਰਲੇ ਹੈ ਜ਼ੋ ਕਿ ਪਿੰਡ ਧੂੜਕੋਟ ਕਲਾਂ ਹੱਦ ਬਸਤ ਨੰ 49 ਤਹਿ ਤੇ ਜਿਲ੍ਹਾਂ ਮੋਗਾ ਅੰਦਰ ਪੈਂਦੀ ਹੈ। ਮੌਗਾ-ਬਰਨਾਲਾ ਸੜਕ ਐਨ ਐਚ-71 ਨਿਊ ਐਨ.ਐਚ-703 ਨੂੰ ਫੋਰ ਲੇਨਿੰਗ ਕਰਨ ਹਿੱਤ ਇਸ ਸਾਈਟ ਅੰਦਰ ਆਰ.ਐਮ.ਸੀ. ਪਲਾਂਟ ਲਗਾਇਆ ਜਾਣਾ ਹੈ। ਇਹ ਇੱਕ ਟੈਮਪਰੈਰੀ ਗਤੀਵਿਧੀ ਹੈ, ਇਸ ਲਈ ਸੀ.ਐਲ.ਯੂ ਦੀ ਜ਼ਰੂਰਤ ਨਹੀਂ ਹੈ। ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਅੰਦਰ ਆਰ.ਐਸ.ਸੀ ਪਲਾਂਟ ਸਥਾਪਤ ਕਰਨ ਬਾਰੇ ਇਸ ਦਫਤਰ ਨੂੰ ਕੋਈ ਇਤਰਾਜ਼ ਨਹੀਂ ਹੈ। ਕੰਪਨੀ ਪ੍ਰੋਜੈਕਟ ਦੀ ਕੰਪਲੀਸ਼ਨ ਮਿਤੀ 31.12.2019 ਤੱਕ ਆਰ.ਐਮ.ਸੀ ਪਲਾਂਟ ਨੂੰ ਪੱਟਣ ਦੀ ਪਾਬੰਦ ਹੋਵੇਗੀ। ਲੀਜ਼ ਸਬੰਧੀ ਕਿਸੇ ਵੀ ਝਗੜੇ ਬਾਰੇ ਜ਼ਿੰਮੇਵਾਰੀ ਸਬੰਧਤ ਕੰਪਨੀ ਦੀ ਹੋਵੇਗੀ “
The industry has also submitted the report from Tehsildar Moga dated 16.05.2018 which stating that “ ਪਿੰਡ ਧੂੜਕੋਟ, ਤਹਿਸੀਲ ਮੋਗਾ ਹਦਬਸਤ ਨੂੰ 49 ਦੇ ਖਸਰਾ ਨੰ 236-237-238-239-418 239-419, 239-44, ਕੁੱਲ 111-18 ਪਲਾਟ ਵਿੱਚ ਜੋ ਬਜਰੀ ਪਲਾਟ ਲੱਗਾ ਹੋਇਆ। ਇਸ ਦੀ ਵੱਖ ਵੱਖ ਥਾਵਾਂ ਤੋਂ ਦੂਰੀ ਇਸ ਪ੍ਰਕਾਰ ਹੈ
1. ਮਿਊਸੀਪਲ ਕਾਰਪੋਰੇਸ਼ਨ 5 ਕਿਲੋਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਹੈ।
2. ਕਲਾਸ ਬੀ ਮੋਗਾ ਸ਼ਹਿਰ ਤੋਂ 2 ਕਿਲੋਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਹੈ।
3. ਹੋਰ ਸ਼ਹਿਰ ਦੀ ਦੂਰੀ 2 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਤੋਂ ਜ਼ਿਆਦਾ ਹੈ।
4. ਆਬਾਦੀ ਦੀ ਲਾਲ ਲਕੀਰ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਦੂਰੀ ਜ਼ਿਆਦਾ ਹੈ।
5. ਚਿੜੀਆ ਘਰ ਨਹੀਂ ਹੈ।
6. ਨੈਸ਼ਨਲ ਹਾਈਵੇ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਪਰ ਹੈ।
7. ਵਿਦਿਅਕ ਅਦਾਰੇ 200 ਮੀਟਰ ਦੀ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
8. ਇਤਿਹਾਸਿਕ ਜਗਾਂ ਮੰਦਰ, ਗੁਰਦੁਆਰਾ ਅਤੇ ਮਸਜਿਦ 200 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਪਰ ਹੈ।
9. ਰਹਾਇਸ਼ ਘਰ 300 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ।
10. ਏ ਕਲਾਸ ਲੁਧਿਆਣਾ ਮਿਊਸਿਪਲ ਕਾਰਪੋਰੇਸ਼ਨ 65-70 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਹੈ।
The industry has submitted NOC from Gram Panchyat, Doorkot, Moga;
Now, the site of the industry was visited by the AEE of this office on 29.09.2018 and it was observed as under :-
11. The industry was in operation during the visit.
12. There is no generation of trade effluent from the process and only domestic effluent is being discharge onto land for plantation/ green belt through septic tank.
13. The industry has provided water sprinkling system to control the dust emission generating from raw material and raw material feeding into RMC plant and all were in operation during the visit. Water was being sprinkling on movement area of vehicle with the help of truck tanker by the industry during the visit.
14. The industry has installed two RMC plants, four silos are attached with each RMC plants separately. Four silos were attached with common bag house as APCD. All were in operation during the visit. The exhaust of system is reused in process and also mixing point is enclosed, attached with pipe and emissions are reused in mixing point through the pipe.
15. The industry has installed four D.G sets of capacity 50 KVA, 65 KVA, 110 KVA & 365 KVA, all D.G sets are with canopies.
The industry is complying the provisions of the Water Act, 1974 & Air Act, 1981. As per DTP report and Tehsildar report, the site is suitable such type of temporary project.
In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2019 for Ready Mix Concrete @ 247 Cum / hr with usual conditions and special condition that:-
1. The industry will obtain the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). The Board will not be responsible for any loss, in case the CGWA will prohibit the abstraction/use of water on account of non-obtaining of such permission.
2. The industry shall have removed RMC plant from Village Dhurkot Kallan, Distt. Moga before 31.12.2019. |
